【摘要】：隨著世界經(jīng)濟(jì)的不斷發(fā)展，旅游業(yè)在各國國民經(jīng)濟(jì)、社會(huì)發(fā)展中的地位和作用日益突出，旅游業(yè)的產(chǎn)業(yè)優(yōu)勢得到越來越廣泛的體現(xiàn)和認(rèn)可，“旅游業(yè)是永不衰落的朝陽產(chǎn)業(yè)”已成為世界各國的共識(shí)。20世紀(jì)80年代以來，伴隨著改革開放的步伐，我國旅游業(yè)的產(chǎn)業(yè)規(guī)模不斷擴(kuò)大，已成為國民經(jīng)濟(jì)新的增長點(diǎn)，并逐漸成為國家支柱性產(chǎn)業(yè)之一。保持我國旅游產(chǎn)業(yè)持續(xù)、健康、穩(wěn)定的發(fā)展，對于全面建設(shè)小康社會(huì)、構(gòu)建社會(huì)主義和諧社會(huì)具有十分重要的作用。 但是，旅游業(yè)并不是僅靠資源就能發(fā)展起來的，同其他行業(yè)一樣，旅游業(yè)的發(fā)展需要大量的資金，，可是單靠政府部門的投資以及優(yōu)惠政策，不是長久之計(jì)，需要積極引進(jìn)國內(nèi)外的先進(jìn)技術(shù)和資金。如何通過對當(dāng)?shù)芈糜螛I(yè)投資環(huán)境的正確評(píng)價(jià)，有目的地改進(jìn)和改善旅游業(yè)投資環(huán)境，以吸引更多的資金和技術(shù)投資，促進(jìn)當(dāng)?shù)芈糜螛I(yè)持續(xù)、健康、快速的發(fā)展，已成為備受關(guān)注的問題之一。 本文通過對國內(nèi)外投資環(huán)境以及旅游業(yè)投資環(huán)境相關(guān)理論的歸納和總結(jié)，運(yùn)用粗糙集理論，構(gòu)建了旅游業(yè)投資環(huán)境評(píng)價(jià)模型，并通過對秦皇島旅游業(yè)歷史與現(xiàn)狀的分析，以及相關(guān)數(shù)據(jù)的收集，分別從經(jīng)濟(jì)環(huán)境、基礎(chǔ)設(shè)施條件、社會(huì)服務(wù)環(huán)境、旅游業(yè)發(fā)展環(huán)境等方面對秦皇島旅游業(yè)投資環(huán)境進(jìn)行了定性和定量的評(píng)價(jià)，從而對秦皇島旅游業(yè)投資環(huán)境現(xiàn)狀有了客觀的分析和把握，并據(jù)此提出了優(yōu)化秦皇島旅游業(yè)投資環(huán)境的對策和建議，為改善秦皇島旅游業(yè)的投資環(huán)境提供了科學(xué)決策依據(jù)，有利于更科學(xué)的引導(dǎo)資金流向，優(yōu)化投資組合，對提升秦皇島的旅游產(chǎn)業(yè)結(jié)構(gòu)，促進(jìn)旅游業(yè)健康有序的發(fā)展，實(shí)現(xiàn)旅游立市的目標(biāo)，具有重要的實(shí)踐指導(dǎo)意義。
[Abstract]:With the development of the world economy, tourism is playing an increasingly important role in the national economy and social development. The advantages of tourism industry have been more and more widely reflected and recognized. "Tourism is a sunrise industry that will never decline" has become the consensus of all countries in the world since the 1980s, along with the pace of reform and opening up. The scale of tourism industry in our country is constantly expanding, which has become a new growth point of national economy, and has gradually become one of the pillar industries of the country. To maintain the sustained, healthy and stable development of tourism industry in our country is of great importance to the building of a well-off society in an all-round way. Building a harmonious socialist society has a very important role. However, tourism does not develop on the basis of resources alone. Like other industries, the development of tourism requires a great deal of capital. However, relying solely on government investment and preferential policies is not a long-term solution. There is a need to actively introduce advanced technologies and funds, both at home and abroad, and how to improve and improve the tourism investment environment purposefully through a correct assessment of the local tourism investment environment in order to attract more capital and technology investment, Promoting the sustained, healthy and rapid development of local tourism has become one of the most concerned issues. Based on the summarization and summarization of domestic and foreign investment environment and related theories of tourism investment environment, this paper constructs an evaluation model of tourism investment environment by using rough set theory, and analyzes the history and present situation of Qinhuangdao tourism industry. And the collection of relevant data, respectively from the economic environment, infrastructure conditions, social service environment, tourism development environment and other aspects of the Qinhuangdao tourism investment environment qualitative and quantitative evaluation. Therefore, the present situation of Qinhuangdao tourism investment environment is analyzed and grasped objectively, and the countermeasures and suggestions for optimizing Qinhuangdao tourism investment environment are put forward, which provide scientific decision basis for improving the investment environment of Qinhuangdao tourism. It is beneficial to guide the capital flow more scientifically, optimize the investment portfolio, promote the tourism industry structure of Qinhuangdao, promote the healthy and orderly development of tourism, and realize the goal of establishing the city of tourism, which has important practical guiding significance.
