【摘要】：城鄉(xiāng)統(tǒng)籌是中共中央根據(jù)經(jīng)濟社會發(fā)展階段而提出的重大戰(zhàn)略決策。城鄉(xiāng)統(tǒng)籌背景下農(nóng)村地區(qū)面臨經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型，有可能形成從一產(chǎn)到三產(chǎn)的跨越式發(fā)展模式。尋找有效的產(chǎn)業(yè)切入點，大力推進城鄉(xiāng)過渡，是實現(xiàn)城鄉(xiāng)統(tǒng)籌發(fā)展的關鍵。旅游業(yè)是典型的第三產(chǎn)業(yè)，是資源消耗低、關聯(lián)性強、帶動系數(shù)大、綜合效益高的戰(zhàn)略性產(chǎn)業(yè)，可以在農(nóng)村地區(qū)的新型城鎮(zhèn)化和新型產(chǎn)業(yè)化中扮演引領性的角色。適宜發(fā)展旅游的村鎮(zhèn)應始終立足自身資源優(yōu)勢，整合旅游、文化、生態(tài)資源等要素，以旅游為突破口，帶動產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，推進新農(nóng)村建設。相對于大中城市，旅游業(yè)對村鎮(zhèn)的功能和作用往往體現(xiàn)得更為充分。旅游產(chǎn)業(yè)導向型村鎮(zhèn)的建設，在促進城鄉(xiāng)經(jīng)濟發(fā)展、優(yōu)化城鄉(xiāng)產(chǎn)業(yè)結(jié)構(gòu)、縮小城鄉(xiāng)差別、緩解城鄉(xiāng)就業(yè)壓力和推動農(nóng)村城鎮(zhèn)化等方面具有顯著的作用,成為社會主義新農(nóng)村發(fā)展的新動力、新模式、新途徑。如何以城鄉(xiāng)規(guī)劃為龍頭，把村鎮(zhèn)經(jīng)濟做“強”，產(chǎn)業(yè)做“特”，環(huán)境設施做“優(yōu)”，探索旅游產(chǎn)業(yè)導向型村鎮(zhèn)“宜居、宜業(yè)、宜游”的穩(wěn)定、可持續(xù)發(fā)展之路，是貫穿全文的主要思路。 在城鄉(xiāng)統(tǒng)籌背景下，村鎮(zhèn)規(guī)劃既要符合村鎮(zhèn)發(fā)展實際,又要有一定的針對性和前瞻性，因此，針對旅游產(chǎn)業(yè)導向型村鎮(zhèn)必須探索一種新的編制方法。本文采用文獻查閱、實地調(diào)研、理論結(jié)合實踐、多學科融合的方法，首先對城鄉(xiāng)統(tǒng)籌、村鎮(zhèn)規(guī)劃、旅游產(chǎn)業(yè)導向型村鎮(zhèn)等重要概念進行界定，在對國內(nèi)外相關文獻學習和反思的基礎上，選取從規(guī)劃到實施都較成熟的典型案例進行研究，即以成都的三圣花鄉(xiāng)、山泉鎮(zhèn)，重慶的靜觀鎮(zhèn)為例，探索旅游產(chǎn)業(yè)導向型村鎮(zhèn)的規(guī)劃建設啟示、發(fā)展中存在的若干問題及原因，在此基礎上，本文第4章提出“統(tǒng)籌協(xié)調(diào)、區(qū)域聯(lián)動；土地重構(gòu)，靈活流轉(zhuǎn)；升級產(chǎn)業(yè)，強化旅游；失地農(nóng)民，就地轉(zhuǎn)移”四條策略，并對每條策略進行了詳細論述。第5章在優(yōu)化傳統(tǒng)村鎮(zhèn)規(guī)劃編制方法的基礎上，提出旅游產(chǎn)業(yè)導向型村鎮(zhèn)的規(guī)劃應區(qū)別于一般村鎮(zhèn)，因地制宜地探索適宜于此類村鎮(zhèn)的具有較強針對性的規(guī)劃編制方法，，使此類村鎮(zhèn)適應產(chǎn)業(yè)發(fā)展的需要和真正形成自身的特色，以更好地指導這類村鎮(zhèn)的建設。 通過上述研究，筆者認為在城鄉(xiāng)統(tǒng)籌思想的指引下，發(fā)展鄉(xiāng)村旅游可以為農(nóng)村地區(qū)提供一種切實可行、經(jīng)濟高效的發(fā)展路徑。通過土地重構(gòu)、產(chǎn)業(yè)升級、新興功能植入等措施促進農(nóng)村地區(qū)經(jīng)濟發(fā)展和解決農(nóng)民安居樂業(yè)的問題。以此為基礎，提出了城鄉(xiāng)統(tǒng)籌下的旅游產(chǎn)業(yè)導向型村鎮(zhèn)規(guī)劃編制模式，即在組織編制、編制體系、規(guī)劃策略、編制方法、實施機制等方面都應有所突破。
[Abstract]:Urban and rural planning is a major strategic decision put forward by the CPC Central Committee according to the stage of economic and social development. Under the background of urban-rural planning, rural areas are facing economic structural transformation. It is possible to form a leapfrog development model from one industry to three industries. It is the key to realize the overall development of urban and rural areas to find an effective industrial breakthrough point and vigorously promote the transition between urban and rural areas. Tourism is a typical tertiary industry with low resource consumption and strong correlation. Strategic industries with large driving coefficients and high comprehensive benefits can play a leading role in the new urbanization and industrialization in rural areas. Villages and towns that are suitable for tourism development should always base themselves on their own resource advantages and integrate tourism and culture. With tourism as a breakthrough point, ecological resources can promote the adjustment of industrial structure and promote the construction of new rural areas. Compared with large and medium-sized cities, the functions and functions of tourism on villages and towns are often reflected more fully. It plays a significant role in promoting the development of urban and rural economy, optimizing the industrial structure of urban and rural areas, narrowing the gap between urban and rural areas, alleviating the pressure of employment in urban and rural areas and promoting rural urbanization. It has become a new driving force and a new model for the development of a new socialist countryside. New ways. How to take the urban and rural planning as the leading factor, how to make the village and town economy "strong", the industry "special", and the environmental facilities "excellent", to explore the stable and sustainable development road of the tourism industry-oriented villages and towns, which are "livable, suitable for industry and suitable for tourism", It is the main train of thought that runs through the full text. Under the background of urban and rural planning, the planning of villages and towns should not only conform to the reality of the development of villages and towns, but also have certain pertinence and foresight. Therefore, in view of the tourism industry-oriented villages and towns, we must explore a new compilation method. Field investigation, theory and practice, multi-disciplinary integration method, first of all, the urban and rural planning, town planning, tourism industry-oriented villages and towns and other important concepts are defined, on the basis of domestic and foreign literature on the basis of learning and reflection. The typical cases, which are mature in planning and implementation, are selected to study, that is, taking Sansheng Flower Township, Shanquan Town and Jingguan Town in Chongqing as examples to explore the enlightenment of planning and construction of tourism industry-oriented villages and towns. On the basis of some problems and reasons in development, the fourth chapter of this paper puts forward four strategies: "overall coordination, regional linkage, land reconstruction, flexible circulation, upgrading industry, strengthening tourism, land-losing farmers, local transfer". Chapter 5, on the basis of optimizing the traditional planning method of villages and towns, puts forward that the planning of tourism industry-oriented villages and towns should be different from that of common villages and towns. In order to guide the construction of this kind of villages and towns, we should explore a more targeted planning method suitable for this kind of villages and towns according to the local conditions, so that they can adapt to the needs of industrial development and form their own characteristics in order to better guide the construction of this kind of villages and towns. Through the above research, the author thinks that under the guidance of urban-rural planning thought, the development of rural tourism can provide a feasible, economical and efficient development path for rural areas. On the basis of these measures, such as promoting the economic development of rural areas and solving the problem of peasants living and working in peace and contentment, this paper puts forward the planning model of tourism industry-oriented villages and towns under the overall planning of urban and rural areas, that is, organizing and compiling system. Some breakthroughs should be made in planning strategy, compiling method and implementing mechanism.
