【摘要】：隨著市場(chǎng)經(jīng)濟(jì)的發(fā)展和經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整,旅游業(yè)在國(guó)民經(jīng)濟(jì)中的地位越來(lái)越重要。改革開(kāi)放以來(lái),我國(guó)旅游業(yè)快速發(fā)展,產(chǎn)業(yè)規(guī)模不斷擴(kuò)大,產(chǎn)業(yè)體系日趨完善。旅游業(yè)蓬勃發(fā)展的同時(shí),相應(yīng)的物流活動(dòng)也在快速發(fā)展。旅游物流已成為旅游產(chǎn)品的一部分,旅游物流不僅延伸了旅游產(chǎn)品,而且增強(qiáng)了旅游產(chǎn)品的市場(chǎng)競(jìng)爭(zhēng)力。在旅游業(yè)和旅游物流行業(yè)相互促進(jìn),蓬勃發(fā)展的同時(shí),我們必須承認(rèn)在旅游景區(qū)的旅游及物流活動(dòng)中不可避免地要消耗資源和能源,產(chǎn)生環(huán)境污染,對(duì)生態(tài)環(huán)境特別是旅游景區(qū)的環(huán)境帶來(lái)許多不利的影響。旅游及其運(yùn)營(yíng)活動(dòng)直接觸及旅游目的地的生態(tài)系統(tǒng)及文化遺存,低碳可持續(xù)發(fā)展成為其必然的選擇。而且物流本身是能源消耗大戶、碳排放大戶,物流在低碳經(jīng)濟(jì)中占有特殊的地位。所以發(fā)展旅游運(yùn)營(yíng)工程低碳物流是發(fā)展我國(guó)低碳經(jīng)濟(jì)的迫切要求。而目前我國(guó)的旅游低碳物流還處于初期發(fā)展階段,各種理論及基礎(chǔ)設(shè)施都不完善。廣闊的空白既讓旅游運(yùn)營(yíng)低碳物流充滿了發(fā)展前景,同時(shí)對(duì)其管理和評(píng)價(jià)體系提出了新的要求。因此將對(duì)旅游運(yùn)營(yíng)低碳物流工程進(jìn)行后評(píng)價(jià)就具有研究的現(xiàn)實(shí)意義。 本文的主要工作就是構(gòu)建旅游運(yùn)營(yíng)低碳物流工程后評(píng)價(jià)模型。首先對(duì)旅游運(yùn)營(yíng)低碳物流工程后評(píng)價(jià)的國(guó)內(nèi)外研究現(xiàn)狀介紹。其次介紹了旅游運(yùn)營(yíng)低碳物流工程的特點(diǎn),和物流工程各階段的主要工作及需要達(dá)到的標(biāo)準(zhǔn),在此基礎(chǔ)上文章依據(jù)選取的原則、旅游運(yùn)營(yíng)低碳物流工程的特點(diǎn)構(gòu)建了后評(píng)價(jià)指標(biāo)體系,在對(duì)指標(biāo)體系分析的基礎(chǔ)上比選確定了熵權(quán)法確定指標(biāo)權(quán)重和模糊綜合評(píng)價(jià)法作為后評(píng)價(jià)的方法。在第五章中,以京郊某旅游度假村物流工程為算例,介紹了該度假村項(xiàng)目概況并對(duì)其進(jìn)行了后評(píng)價(jià),評(píng)價(jià)過(guò)程驗(yàn)證了文章所構(gòu)建的后評(píng)價(jià)體系的科學(xué)性和可操作性。
[Abstract]:With the development of market economy and the adjustment of economic structure, the tourism industry is becoming more and more important in the national economy. Since the reform and opening up, the rapid development of China's tourism industry, expanding industry, industrial system is becoming more and more perfect. The development of the tourism at the same time, the corresponding logistics activities are also in the rapid development of tourism logistics has. As a part of tourism products, tourism logistics is not only an extension of tourism products, but also enhance the market competitiveness of tourism products. To promote mutually in the tourism industry and tourism vigorous development of the logistics industry, at the same time, we must admit that the travel and logistics activities in the tourism scenic area is unavoidable in the consumption of resources and energy, environmental pollution, the the ecological environment especially brings many adverse effects of tourism scenic environment. The ecological system and the cultural heritage tourism and its operational activities directly reach the destination, low Carbon sustainable development has become the inevitable choice. But the logistics itself is a big energy consumption, carbon emissions, logistics occupies a special position in the low carbon economy. So the development of tourism operation project of low carbon logistics is an urgent requirement for the development of low carbon economy in China. And China's tourism low-carbon Logistics is still in the initial stage the stage of development, various theories are not perfect and infrastructure. The vast gaps both for the tourism operation with low carbon logistics development prospects, and put forward the new requirement for the management and evaluation system. The evaluation of practical significance in tourism operation of low carbon logistics project is studied.
The evaluation model of the main work of this paper is to construct tourism operation of low carbon logistics engineering. Firstly, after the tourism operation of low carbon logistics project post evaluation research at home and abroad are introduced. Then introduces the characteristics of the tourism operation of low carbon logistics engineering, logistics engineering and main work of each stage and the need to meet the standards, based on this basis the selection principle, characteristics of tourism operation of low carbon logistics project construction post evaluation index system, based on the analysis on the index system selection method to determine the entropy method to determine the index weight and fuzzy comprehensive evaluation method for post evaluation. In the fifth chapter, to Beijing a tourist resort logistics engineering as an example introduces the general situation of the resort project and the post assessment of the evaluation process, verify the scientific evaluation system in this paper and the operability.
