【摘要】：廣州作為我國經(jīng)濟(jì)發(fā)展最快的中心城市之一，環(huán)境問題日益增多，環(huán)境管理難度也日益加大。環(huán)境保護(hù)補(bǔ)助資金作為環(huán)境管理的一種經(jīng)濟(jì)手段，為環(huán)境保護(hù)各項工作的順利開展提供了堅實的保障。如何更加合理、高效地將政府財政安排的環(huán)境保護(hù)資金用于環(huán)境治理，是環(huán)境保護(hù)資金預(yù)算管理工作的重要任務(wù)之一，也是環(huán)境管理的迫切需要。據(jù)此，廣州市環(huán)境保護(hù)局提出了建設(shè)環(huán)境保護(hù)資金預(yù)算管理系統(tǒng)用以加強(qiáng)資金預(yù)算管理的要求。 論文在調(diào)研國內(nèi)外預(yù)算管理理論進(jìn)展和預(yù)算管理工具應(yīng)用的基礎(chǔ)上，進(jìn)行了環(huán)境保護(hù)資金預(yù)算管理系統(tǒng)的總體設(shè)計、詳細(xì)功能設(shè)計并搭建了系統(tǒng)框架。論文根據(jù)廣州市環(huán)境保護(hù)局預(yù)算管理工作的實際情況，闡述了系統(tǒng)建設(shè)目標(biāo)、建設(shè)原則及業(yè)務(wù)需求，，提出了環(huán)境保護(hù)資金預(yù)算管理系統(tǒng)建設(shè)方案。論文介紹了系統(tǒng)的構(gòu)建方法、系統(tǒng)框架、環(huán)境配置和功能模塊組成，重點討論了改進(jìn)的開源免費(fèi)工作流、嵌入式短信收發(fā)及Silverlight技術(shù)在系統(tǒng)中的集成應(yīng)用，實現(xiàn)了主流信息技術(shù)服務(wù)于環(huán)保資金預(yù)算管理業(yè)務(wù)的應(yīng)用創(chuàng)新。遵循論文所提建設(shè)方案開發(fā)的系統(tǒng)，實際運(yùn)行近1年的結(jié)果表明，其不僅實現(xiàn)了廣州市環(huán)境保護(hù)局對預(yù)算項目的統(tǒng)一管理，還滿足了管理人員對預(yù)算數(shù)據(jù)的多種形式統(tǒng)計分析要求，能夠為廣州市環(huán)境保護(hù)局在預(yù)算編制、審核等方面提供初步的輔助決策依據(jù)。
[Abstract]:As one of the fastest developing central cities in China, Guangzhou has more and more environmental problems and more difficulty in environmental management. As an economic means of environmental management, environmental protection subsidy provides a solid guarantee for the smooth development of environmental protection work. How to use the environmental protection funds arranged by the government finance more reasonably and efficiently in environmental management is one of the important tasks in the budget management of environmental protection funds, and it is also the urgent need of environmental management. According to this, Guangzhou Environmental Protection Bureau put forward the request of establishing the environmental protection fund budget management system to strengthen the fund budget management. Based on the investigation of the development of budget management theory and the application of budget management tools at home and abroad, the overall design of the budget management system for environmental protection funds is carried out, and the system framework is designed and built in detail. According to the actual situation of the budget management of Guangzhou Environmental Protection Bureau, this paper expounds the system construction objectives, construction principles and business requirements, and puts forward the construction scheme of the budget management system for environmental protection funds. This paper introduces the construction method, system framework, environment configuration and function module of the system. It focuses on the discussion of the improved open source free workflow, embedded SMS receiving and receiving, and the integrated application of Silverlight technology in the system. Has realized the mainstream information technology service in the environmental protection fund budget management business application innovation. Following the development system of the construction scheme proposed in this paper, the results of practical operation for nearly a year show that it not only realizes the unified management of budget items by Guangzhou Environmental Protection Bureau, It also meets the needs of managers for various forms of statistical analysis of budget data, and can provide preliminary auxiliary decision-making basis for Guangzhou Environmental Protection Bureau in the aspects of budget preparation, audit and so on.
