【摘要】： 高科技正成為21世紀(jì)世界經(jīng)濟發(fā)展的主要動力之一。在面臨加入WTO，融入世界經(jīng)濟潮流之際，我國加快了經(jīng)濟構(gòu)的調(diào)整升級，發(fā)展科技、尊重知識已成為全國上下的共識。面對這一發(fā)展趨勢，我國許多國有企業(yè)和民營企業(yè)紛紛走上了技術(shù)發(fā)展之路，技術(shù)創(chuàng)新成了熱門話題。高新技術(shù)以其獨特的高收益，高成長性受到了企業(yè)的廣泛重視。但高新技術(shù)產(chǎn)業(yè)化常常伴隨著高失敗率、高競爭、和各個環(huán)節(jié)的眾多不確定性因素等風(fēng)險。我國高新技術(shù)產(chǎn)業(yè)化發(fā)展處于起步階段，規(guī)模還相當(dāng)小，經(jīng)驗還不豐富，管理運作也很不規(guī)范，對新技術(shù)產(chǎn)業(yè)化過程中的風(fēng)險認(rèn)識還很不夠，缺乏相應(yīng)的風(fēng)險管理人才，這些使研究高新技術(shù)項目風(fēng)險管理具有更加實際的意義。通過本文對高新技術(shù)項目風(fēng)險的研究，期望增強對高新技術(shù)項目的風(fēng)險意識，促進(jìn)高新技術(shù)項目風(fēng)險管理的水平。 全文共分五部分。第一部分前言；第二部分高新技術(shù)創(chuàng)新概述；第三部分高新技術(shù)項目風(fēng)險分析；第四部分高新技術(shù)項目風(fēng)險管理；第五部分關(guān)于我國高新技術(shù)發(fā)展中風(fēng)險管理的啟示。 通過對高新技術(shù)項目特點進(jìn)行分析進(jìn)而對高新技術(shù)項目的風(fēng)險及其風(fēng)險管理進(jìn)行了全面系統(tǒng)的闡述分析，并在此基礎(chǔ)上提出了從總體上進(jìn)行風(fēng)險防范的解決辦法。全文主要涉及以下內(nèi)容：高新技術(shù)創(chuàng)新及其特點；提出高新技術(shù)創(chuàng)新是一個系統(tǒng)工程，涉及到管理創(chuàng)新，市場創(chuàng)新，觀念創(chuàng)新等方面內(nèi)容；高新技術(shù)項目風(fēng)險特點；對高新技術(shù)項目不同于一般項目的風(fēng)險特點進(jìn)行了較為全面的分析；提出了由于高新技術(shù)項目的高度系統(tǒng)性以及風(fēng)險因素的聯(lián)動性的影響作用使得風(fēng)險的后果更加WP=3嚴(yán)重；聯(lián)系企業(yè)戰(zhàn)略、人性管理、企業(yè)文化與項目風(fēng)險的關(guān)系，提出了高新技術(shù)項目風(fēng)險管理應(yīng)當(dāng)從企業(yè)管理、企業(yè)戰(zhàn)略、企業(yè)文化多個層次上進(jìn)行管理的思想。 本文注重高新技術(shù)轉(zhuǎn)化過程，，對高新技術(shù)項目過程風(fēng)險形成與風(fēng)險分析管理進(jìn)行了研究，具有一定程度上的全面性和系統(tǒng)性。本文擴大了高新技術(shù)風(fēng)險概念外延，提出對創(chuàng)新思想起阻礙作用的一些管理方式方法也應(yīng)歸類為技術(shù)創(chuàng)新風(fēng)險因素而加以防范和控制。在風(fēng)險分析中引入了管理心理學(xué)作為分析方法，提出風(fēng)險形成和管理在一定程度上受到?jīng)Q策者心理因素的影響。本文擴大了風(fēng)險管理范圍和內(nèi)容。
[Abstract]:High-tech is becoming one of the main driving forces of world economic development in the 21 st century. In the face of entering WTO, into the world economic trend, our country has accelerated the adjustment and upgrade of economic structure, developed science and technology, and respected knowledge has become the consensus of the whole country. In the face of this development trend, many state-owned enterprises and private enterprises have embarked on the road of technological development, technological innovation has become a hot topic. High-tech with its unique high-income, high-growth has been widely valued by enterprises. However, high-tech industrialization is often accompanied by high failure rate, high competition, and many uncertain factors in every link. The development of high and new technology industrialization in our country is still in its infancy, the scale is quite small, the experience is not rich, the management operation is not standard, the risk awareness in the process of new technology industrialization is not enough, and the corresponding risk management talents are lacking. These make the study of high-tech project risk management has more practical significance. Through the research on the risk of high and new technology project, we hope to strengthen the risk consciousness of high and new technology project and promote the level of risk management of high and new technology project. The full text is divided into five parts. The first part is the preface; the second part is the overview of high-tech innovation; the third part is the risk analysis of high-tech projects; the fourth part is the risk management of high-tech projects; the fifth part is about the inspiration of risk management in the development of high and new technology in China. Based on the analysis of the characteristics of high and new technology project and the comprehensive and systematic analysis of the risk and risk management of the high and new technology project, the paper puts forward the solution of risk prevention in general. The main contents of this paper are as follows: High-tech innovation and its characteristics, high-tech innovation is a system engineering, which involves management innovation, market innovation, concept innovation and so on, the risk characteristics of high-tech projects, and so on. This paper makes a comprehensive analysis of the risk characteristics of high-tech projects different from those of general projects, and points out that the consequences of risk are more serious because of the highly systematic nature of high-tech projects and the interaction of risk factors. In connection with the relationship between enterprise strategy, human nature management, corporate culture and project risk, this paper puts forward the idea that high and new technology project risk management should be carried out from the aspects of enterprise management, enterprise strategy and enterprise culture. This paper focuses on the process of high-tech transformation, and studies the risk formation and risk analysis management in the process of high-tech project, which has a certain degree of comprehensiveness and systematization. This paper expands the extension of the concept of high and new technology risk, and puts forward some management methods which hinder the innovation thought and should be classified as the risk factors of technological innovation to prevent and control them. This paper introduces management psychology into risk analysis, and points out that risk formation and management are influenced by the psychological factors of decision makers to some extent. This paper expands the scope and content of risk management.
