【摘要】：城市公共資源配置狀況深刻反映著城市社會的"基本善"。作為社會財富二次分配的重要形式,它更關(guān)系到個體在城市中可獲得的福利總量與福利身份。在我國快速城鎮(zhèn)化背景下,城市面臨的公共資源配置矛盾逐漸突出。學界圍繞不同群體享有城市公共資源的數(shù)量、質(zhì)量及結(jié)構(gòu)等層面對公共資源配置的不均衡性及其表現(xiàn)形式展開了豐富的理論探討,"不均衡"也頻繁出現(xiàn)在政府文件中,成為概括公共資源配置狀況的官方語言�？蓡栴}在于,"不均衡性"對于解釋城市公共資源的配置規(guī)則與形成過程是有局限的。通過借鑒差序格局的理論框架,本文提出城市公共資源存在一種有次序的配置規(guī)則并將其概念化表述為城市公共資源配置的差序格局。在經(jīng)濟先行和績效考核制度的雙重約束下,城市政府通常采取建立壁壘型制度、設(shè)計政策隧道、營造排斥性文化等方法使公共資源差序化的配置格局得以生成。
[Abstract]:The allocation of urban public resources deeply reflects the "basic good" of urban society. As an important form of the secondary distribution of social wealth, it is more related to the total amount of welfare and the status of welfare available to individuals in the city. Under the background of rapid urbanization in our country, the contradiction of public resources allocation in cities is becoming more and more prominent. The academic circles have carried out rich theoretical discussion on the disequilibrium of public resource allocation and its forms of expression at the level of quantity, quality and structure of different groups enjoying urban public resources, and "disequilibrium" has frequently appeared in government documents. To become the official language to summarize the allocation of public resources. The problem is that the imbalance is limited in explaining the allocation rules and formation process of urban public resources. By referring to the theoretical framework of the differential order pattern, this paper proposes that there exists an ordered allocation rule for urban public resources and conceptualizes it as the differential order pattern of urban public resource allocation. Under the dual constraints of economic priority and performance appraisal system, urban governments usually adopt the methods of establishing bulwark system, designing policy tunnels and creating exclusive culture, so that the allocation pattern of public resources is different and orderly.
