【摘要】： 在市場(chǎng)經(jīng)濟(jì)條件下，政府行為必須尊重市場(chǎng)發(fā)展規(guī)律，增強(qiáng)社會(huì)經(jīng)濟(jì)理性，任何憑借主觀上的隨意性、不計(jì)后果的決策既是經(jīng)濟(jì)上所不允許的，也是道德上所不允許的。市場(chǎng)經(jīng)濟(jì)既是法治經(jīng)濟(jì)也是道德經(jīng)濟(jì)，需要政府調(diào)節(jié)，而政府也需要倫理規(guī)范。這里既是一個(gè)經(jīng)濟(jì)責(zé)任問(wèn)題，同時(shí)還是一個(gè)倫理責(zé)任問(wèn)題。這就要求公共政府分清經(jīng)濟(jì)與道德的關(guān)系，利用經(jīng)濟(jì)與道德相互促進(jìn)作用發(fā)展市場(chǎng)經(jīng)濟(jì)。 在經(jīng)濟(jì)活動(dòng)中，政府要堅(jiān)持以人為本關(guān)注民生，逐步解決市場(chǎng)經(jīng)濟(jì)造成的社會(huì)財(cái)富分配不平等，不斷提高構(gòu)建和諧社會(huì)的能力，在進(jìn)行經(jīng)濟(jì)管理服務(wù)過(guò)程中，堅(jiān)持科學(xué)執(zhí)政、依法執(zhí)政和民主執(zhí)政相結(jié)合。建設(shè)誠(chéng)信、廉潔、高效、公正的服務(wù)型政府，打造高素質(zhì)的公務(wù)員隊(duì)伍，提高政府的公信力，樹立公共政府應(yīng)有的倫理精神與責(zé)任，為公共政府引領(lǐng)經(jīng)濟(jì)社會(huì)健康發(fā)展?fàn)I造優(yōu)良的道德環(huán)境。
[Abstract]:Under the condition of market economy, government behavior must respect the law of market development and enhance social and economic rationality. Any decision that depends on subjective arbitrariness, regardless of consequences, is not only economically impermissible, but also morally impermissible. Market economy is not only the economy of rule of law but also the economy of morality, which needs government regulation, and the government also needs ethical norms. Here is not only a problem of economic responsibility, but also an issue of ethical responsibility. This requires the public government to distinguish the relationship between economy and morality, and to develop market economy by the mutual promotion of economy and morality. In economic activities, the government should pay attention to people first, solve the inequality of social wealth distribution caused by market economy step by step, improve the ability of constructing harmonious society, and insist on scientific governance in the process of economic management service. Rule by law and democratic governance combine. To build a service-oriented government that is honest, clean, efficient and just, to build a high-quality civil servant, to improve the credibility of the government, to establish the ethical spirit and responsibility of the public government, and to build up the ethical spirit and responsibility of the public government. For the public government to lead the healthy development of the economy and society to create a good moral environment.
