【摘要】： 60年代初中期的國民經(jīng)濟調(diào)整，是中國共產(chǎn)黨人探索中國社會主義建設道路遭受挫折的自我反省，也是扭轉(zhuǎn)危局的一次成功的實踐。在調(diào)整時期，劉少奇面對現(xiàn)實勇于探索、勇于承認錯誤的唯物主義精神；他在參與制定調(diào)整國民經(jīng)濟的措施中提出的許多富有獨到見解的理論觀點；他為尋找適合我國國情的社會主義建設道路的探索成果；以及他頂著壓力、不屈不撓的探索精神——所有這些理論觀點、探索成果、探索精神，都是劉少奇留給我們的一筆豐厚財富。它對我們今天的改革開放，全面建設小康社會有著深刻的借鑒作用和現(xiàn)實意義。 本文分三個部分：第一部分，以時間為線索，用比較翔實的材料論述了劉少奇在國民經(jīng)濟調(diào)整時期的實踐活動。在“南北調(diào)查”活動中，劉少奇深入湖南農(nóng)村和東北林區(qū)，寫了數(shù)萬字的調(diào)查筆記，取得了大量反映農(nóng)村真實隋況的第一手資料，對我國經(jīng)濟形勢的嚴峻性有了進一步的認識，及時解決了一些群眾迫切要求解決的問題。在“七千人大會”上，劉少奇作書面報告和講話，代表黨中央準確分析形勢，正視困難，進行自我批評，為糾正“左”傾冒進全力進行調(diào)整，為爭取盡快恢復國民經(jīng)濟做出了巨大努力。面對困難的經(jīng)濟形勢和黨內(nèi)對困難認識的不一致，劉少奇主持召開了“西樓會議”和“五月會議”，要求全黨充分估計當前的困難形勢，統(tǒng)一黨內(nèi)思想，全面支持陳云的工作，為落實調(diào)整措施起到了積極推動作用。在八屆十中全會上，劉少奇面對壓力，數(shù)次強調(diào)不要因抓階級斗爭而放棄經(jīng)濟工作，并努力使黨中央和毛澤東接受了這一建議，使國民經(jīng)濟調(diào)整“八字方針”得以繼續(xù)貫徹執(zhí)行，對國民經(jīng)濟調(diào)整工作取得成功起到了關(guān)鍵作用。 第二部分，比較全面地的闡述了劉少奇在國民經(jīng)濟調(diào)整過程中對社會主義建設的理論貢獻。劉少奇勇于面對現(xiàn)實，運用馬克思主義基本原理，深入分析我國的國情和建設現(xiàn)狀，提出了許多富有獨到見解的理論觀點：嚴格遵循等價交換原則，重視價值規(guī)律作用；加強農(nóng)業(yè)的基礎地位，保持農(nóng)村的所有制形式相對穩(wěn)定；正確處理積累與消費的關(guān)系，加強經(jīng)濟建設、提高人民生活水平；恢復和健全合理規(guī)章制度，貫徹按勞分配原則；施行經(jīng)濟核算，改革企業(yè)經(jīng)營管理；改革流通體制，疏通流通渠道；改革工業(yè)管理體制，試辦托拉斯。劉少奇的上述思想，為 制定正確的調(diào)整措施提供了理論依據(jù)，對國民經(jīng)濟的恢復和發(fā)展起了重要的指導 作用。 第三部分，論述了劉少奇在國民經(jīng)濟調(diào)整中探索與創(chuàng)新成果，對今天社會主 義現(xiàn)代化建設的借鑒作用和指導意義。1、“必須把樹立實事求是的作風，作為加 強黨性的第一個標準”。今天我們只有不斷解放思想，實事求是，與時俱進，開 拓創(chuàng)新，才育部哆完成黨的十六大提出的“全面建設小康社會，開創(chuàng)中國特色社會 主義事業(yè)新局面”的偉大歷史性任務。2、社會主義生產(chǎn)關(guān)系的變革必須適應生 產(chǎn)力的發(fā)展要求。只有在承認生產(chǎn)力的決定作用、承認生產(chǎn)力是社會發(fā)展的根本 標準的基礎上，才育街五確處理生產(chǎn)力與生產(chǎn)關(guān)系，經(jīng)濟基礎與上層建筑之間的矛 盾，才能保證生產(chǎn)關(guān)系和上層建筑的變革育歇哆真正適應當代中國生產(chǎn)力發(fā)展的情 況和要求。3、必須重視農(nóng)業(yè)，建立對農(nóng)業(yè)的支持和保護體系。只有增加對農(nóng)業(yè)、 農(nóng)村和農(nóng)民的投入，建立對農(nóng)業(yè)的支持和傷沛劫體系，使農(nóng)業(yè)理茹出地位得到鞏固， 經(jīng)濟才能發(fā)展，，社會才能穩(wěn)定，人民才能安居樂業(yè)。這對我國實現(xiàn)農(nóng)村小康社會， 實現(xiàn)農(nóng)業(yè)現(xiàn)代化具有長遠意義。4、建設社會主義必須充分利用資本主義文明發(fā) 展的有益成果。在社會主義初級階段，發(fā)展社會主義經(jīng)濟可以運用多種多樣的組 織形式，而國家行政部門的任務是進行宏觀決策與調(diào)控，依法加強監(jiān)督和管理， 保障公有制經(jīng)濟和非公有制經(jīng)濟健康發(fā)展。5、必須建立開放式的社會主義市場 經(jīng)濟體制。全面發(fā)展市場經(jīng)濟，以建設現(xiàn)代市場經(jīng)濟體系為目標，托封進資本市場 的改革開放和穩(wěn)定發(fā)展，發(fā)展產(chǎn)權(quán)、土地、勞動力和技術(shù)等市場，創(chuàng)造各類市場 主體平等使用生產(chǎn)要素的環(huán)境，通過深化流通體偉g改革，整頓和規(guī)范市場經(jīng)濟秩 序，不斷完善我國的現(xiàn)代市場體系。這是我國進入全面建設小康社會、加快推進 社會主義現(xiàn)代化建設的要求。
