【摘要】：2013年我國7省(市)相繼啟動了碳交易試點。經(jīng)過3年多的履約工作,我國碳交易規(guī)模逐步擴大,市場交易也日趨活躍。不過,在試點中也暴露出不少的問題。譬如,區(qū)域之間體系標準差異大,碳排放總量核定普遍過高,碳市場流動性差,碳交易價格失真等等。在試點經(jīng)驗即將在全國推廣,開始著手建立全國統(tǒng)一的碳交易市場之際,有必要對當前存在的問題作出深入剖析,并提出進一步的改進思路和優(yōu)化方案。本文在全面回顧和分析碳交易試點情況的基礎(chǔ)上,從現(xiàn)有碳交易制度本身進行了深刻的理論反思,以及根據(jù)市場交易的基本要求,提出以碳匯交易制度取代排污權(quán)交易制度的合理性和可行性。最后,構(gòu)建了一個碳匯交易市場的初步框架,討論初步框架需關(guān)注問題。研究表明:我國碳交易試點出現(xiàn)的有關(guān)問題,除了一些自身的主客觀因素外,更重要的是現(xiàn)有碳交易市場存在的制度缺陷。以排污權(quán)制度延伸出來的碳交易制度,必然會面臨碳排放總量核算、初始排放權(quán)分配等難題,同時也難以擺脫市場活躍度低、利益分配局限等困境。要從根本上解決這些問題,僅僅完善體制是無濟于事的,必須通過制度創(chuàng)新。分析表明,目前碳匯已初步具備了市場化的基本條件,采用碳匯交易正好能彌補現(xiàn)有碳交易的不足。當然,以碳匯交易來取代碳排放權(quán)交易,不僅需要構(gòu)建一個新的交易市場,制定一套新的交易規(guī)則,而且還要考慮其實施對有關(guān)產(chǎn)業(yè)的影響。本文對有關(guān)問題作出了一些初步的探討和分析,并提出了相應的政策建議。
[Abstract]:In 2013, China's 7 provinces (cities) have launched carbon trading pilot. After more than 3 years of implementation, the scale of carbon trading in China has gradually expanded, and the market transaction has become more and more active. However, in the pilot also exposed a lot of problems. For example, the system standards vary greatly between regions, the total amount of carbon emissions is generally too high, the carbon market is illiquid, the price of carbon trading is distorted, and so on. When the pilot experience is about to be popularized in the whole country and the national unified carbon trading market is to be established, it is necessary to make a thorough analysis of the existing problems and put forward further improvement ideas and optimization schemes. Based on a comprehensive review and analysis of the pilot situation of carbon trading, this paper makes a profound theoretical reflection from the existing carbon trading system itself, and according to the basic requirements of market trading, The rationality and feasibility of replacing the emission trading system with carbon sink trading system are put forward. Finally, a preliminary framework of carbon sink market is constructed, and the preliminary framework is discussed. The research shows that besides some subjective and objective factors, it is more important for the existing carbon trading market to have institutional defects. The carbon trading system, which is extended by the emission rights system, will inevitably face the problems of total carbon emissions accounting, initial emission rights allocation and so on. At the same time, it is difficult to get rid of the difficulties such as low market activity and limited benefit distribution. In order to solve these problems fundamentally, it is useless to perfect the system, we must innovate the system. The analysis shows that the carbon sink has already had the basic condition of marketization at present, and the carbon sink trade can make up the deficiency of the existing carbon trading. Of course, to replace carbon emissions trading with carbon sink trading, not only need to build a new trading market, formulate a new set of trading rules, but also consider the impact of its implementation on the relevant industries. This paper makes some preliminary discussion and analysis on the related problems, and puts forward some corresponding policy suggestions.
