【摘要】："‘看不見的手’和‘看得見的手’都要用好"的"‘兩手’論",是習(xí)近平政治經(jīng)濟學(xué)的核心觀點之一。所謂"看不見的手",是由斯密率先提出、哈耶克深入挖掘和全面論述的市場經(jīng)濟自生自發(fā)的"無形之手",由這種"無形之手"形成的秩序相較于"有形之手"建構(gòu)的"人造的秩序"具有更多優(yōu)點。而"看得見的手"這一概念在西方經(jīng)濟學(xué)的語境中至少有四種內(nèi)涵,除了第一種外,其余幾種包括肯定政府干預(yù)、反對自由放任的內(nèi)核。因此,"看不見的手"和"看得見的手"背后隱含著鮮明對立的經(jīng)濟倫理取向。習(xí)近平政治經(jīng)濟學(xué)中的"‘兩手’論",其蘊涵的第一個經(jīng)濟倫理取向就是對傳統(tǒng)計劃經(jīng)濟倫理的徹底否定;第二個經(jīng)濟倫理取向就是要將政府這只"看得見的手"打造成托舉和呵護"看不見的手"之手;而更重要的第三個經(jīng)濟倫理取向就是要讓"看不見的手"與"看得見的手"在推進中國特色社會主義市場經(jīng)濟中形成合力,在經(jīng)濟發(fā)展中運用這種合力的優(yōu)勢來趕超先進國家,實現(xiàn)中華民族偉大復(fù)興的中國夢。
[Abstract]:The "two hands" theory of "invisible hand" and "visible hand" is one of the core viewpoints of Xi Jinping's political economy. The so-called "invisible hand" was first proposed by Smith. Hayek deeply excavates and fully discusses the spontaneous "invisible hand" of market economy. The order formed by this kind of "invisible hand" has more advantages than the "artificial order" constructed by "tangible hand". The concept of "visible hand" has at least four connotations in the context of western economics, except the first one, which includes the kernel of affirming government intervention and opposing laissez-faire. Therefore, "invisible hand" and "visible hand" implies a distinct opposition to economic ethics. The theory of "two hands" in Xi Jinping's political economy, the first direction of economic ethics contained in it is the complete negation of the traditional planned economy ethics. The second orientation of economic ethics is to build the "visible hand" of the government into the hand of holding and protecting the "invisible hand". And the more important third economic ethical orientation is to let the "invisible hand" and "visible hand" form a resultant force in promoting the socialist market economy with Chinese characteristics, and use this resultant advantage in economic development to catch up with the advanced countries. The Chinese Dream of realizing the great rejuvenation of the Chinese nation.
