【摘要】：國內(nèi)外主流學(xué)界普遍相信,重商主義是一種荒謬的學(xué)說、有害的體制。實證歷史考察卻表明,這種看法十分片面。重商主義誕生于民族國家興起、國際競爭激化的近代歐洲,主張通過金銀積累、貿(mào)易保護(hù)、工業(yè)扶植、就業(yè)促進(jìn)、國家干預(yù)、強(qiáng)權(quán)打造、殖民征服等手段,實現(xiàn)富強(qiáng)并趕超先進(jìn)。這套經(jīng)邦濟(jì)國的理論與實踐曾在西方長期盛行,實際上掀起了一場早慧的經(jīng)濟(jì)學(xué)革命,促成了西方領(lǐng)先的工業(yè)化和現(xiàn)代化,當(dāng)然也為后世留下了經(jīng)濟(jì)民族主義范式。作為歐洲傳統(tǒng)之產(chǎn)物,重商主義與中世紀(jì)的貿(mào)易中心城政策、城市保供應(yīng)政策以及手工業(yè)行會制度其實一脈相承,深挖這一歷史根源有助于探解西方率先崛起的獨特性和必然性。從古典到新古典自由經(jīng)濟(jì)學(xué)盡管受益于重商主義,但又對之大加貶損。重商主義實乃一份兼具思想性與實踐性的豐厚遺產(chǎn),后發(fā)國家學(xué)界尤其應(yīng)該勇于撥亂反正并善于取其精華以為今用。
[Abstract]:Mainstream scholars at home and abroad generally believe that mercantilism is an absurd doctrine, harmful system. Empirical historical investigation shows that this view is very one-sided. Mercantilism was born in modern Europe, where the nation state rose and international competition intensified. It advocated gold and silver accumulation, trade protection, industrial support, employment promotion, state intervention, power building, colonial conquest, and so on. To achieve prosperity and strength and catch up with the advanced. This set of economic theory and practice was popular in the West for a long time. In fact, it set off an early economic revolution, which led to the leading industrialization and modernization of the West, and of course left the economic nationalism paradigm for later generations. As a product of European tradition, mercantilism and medieval trade center city policy, urban supply policy and handicraft guild system are in fact in the same vein. Digging deep into this historical root helps to understand the uniqueness and inevitability of the first rise of the West. From classical to neoclassical free economics, though benefiting from mercantilism, it was greatly derogated. Mercantilism is a rich legacy with both ideological and practical content. The academic circles of the latecomer countries should be brave to correct the disorder and be good at taking its essence for the present.
