【摘要】: 本文以航空先期技術(shù)演示驗證項目為研究對象,在分析航空預研單位管理現(xiàn)狀的基礎(chǔ)上,結(jié)合該類項目的特點,對其管理重點和難點進行了有針對性的深入研究。 鑒于目前科研院所在實施先期技術(shù)演示驗證項目的過程中,,普遍追求高技術(shù)性能,較少強調(diào)經(jīng)費、時間限制的狀況,本文對如何確定合適的項目工作范圍進行了研究;針對部分科研單位對計劃重視不夠,計劃方法單一、不甚科學的狀況,進行了項目計劃管理研究;針對先期技術(shù)演示驗證項目試驗件加工進度控制難的問題,進行了項目進度控制研究;針對該類項目創(chuàng)新性強、風險因素多、技術(shù)風險較大的特點,進行了技術(shù)風險分析研究;針對當前該類項目科技成果評價難度大、隨意性較大的現(xiàn)狀,進行了項目科技成果評價研究。在研究過程中,本文采用定性、定量分析與實證研究相結(jié)合的方法,著重分析了引起問題的根本原因,提出了相應的解決辦法,并應用層次分析、綜合模糊評價、優(yōu)序數(shù)法和灰關(guān)聯(lián)分析等方法對一些問題進行了定量研究。 通過以上研究工作,本文提出了綜合考慮項目三大目標的技術(shù)方案選擇方法,建立了模型,以選擇合適的技術(shù)方案,為確定適當?shù)捻椖抗ぷ鞣秶峁┮罁?jù);分析了項目管理應用的計劃方法和工具,并對先期技術(shù)演示驗證項目計劃方法的選擇進行了探討并提出建議;分析了對試驗件承制廠進行選擇的評價指標,建立了選擇模型,并詳細闡述了對進度進行有效控制的方法;建立了先期技術(shù)演示驗證項目技術(shù)風險分析模型;最后,本文建立了科研成果定量評估模型并進行了實例分析。
[Abstract]:Based on the analysis of the present situation of aviation pre-research unit management and the characteristics of this kind of project, this paper makes a targeted and in-depth study on the key and difficult points of aviation pre-technology demonstration and verification project. In view of the current scientific research institute in the implementation of advanced technology demonstration verification project, the general pursuit of high-tech performance, less emphasis on funding, time constraints, this paper studies how to determine the appropriate scope of the project; In view of the fact that some scientific research institutions pay less attention to the plan, the planning method is single and scientific, the project planning management research is carried out, and the difficulty of controlling the processing schedule of the test piece of the advanced technology demonstration project is pointed out. According to the characteristics of this kind of projects, such as strong innovation, many risk factors and large technical risk, the technical risk analysis and research are carried out, and it is difficult to evaluate the current scientific and technological achievements of this kind of projects. At present, the evaluation of scientific and technological achievements of the project is studied. In the course of the research, this paper adopts the methods of qualitative, quantitative analysis and empirical research, analyzes the root causes of the problem, puts forward the corresponding solutions, and applies the analytic hierarchy process to comprehensive fuzzy evaluation. Some problems are studied quantitatively by optimal ordinal method and grey correlation analysis. Through the above research work, this paper put forward a comprehensive consideration of the three major objectives of the project technical options selection method, set up a model to select the appropriate technical options, to determine the appropriate scope of the project to provide the basis; This paper analyzes the planning methods and tools of project management application, discusses the selection of project planning methods for advanced technical demonstration and verification, and puts forward some suggestions, analyzes the evaluation indexes for the selection of pilot plant, and establishes the selection model. The method of effective control of progress is described in detail; the technical risk analysis model of pre-technology demonstration and verification project is established; finally, the quantitative evaluation model of scientific research results is established and an example is analyzed.
