西康鐵路沿線秦巴山地自然資源優(yōu)化配置研究

【摘要】: “西康鐵路沿線秦巴山地”是指西康鐵路所經(jīng)柞水縣、鎮(zhèn)安縣、旬陽 縣和安康市(縣級市)四個縣市所組成的區(qū)域。該區(qū)地處秦巴山地腹地, 落后與貧困一直困擾著區(qū)內(nèi)經(jīng)濟發(fā)展,西部大開發(fā)和西康鐵路為該區(qū)參與 全省乃至大區(qū)經(jīng)濟圈提供了很好的契機。本文順應(yīng)新時期的要求,分析本 區(qū)自然資源開發(fā)的條件、西康鐵路建設(shè)和西部大開發(fā)對其影響,探討自然 資源合理配置的可行途徑,建立自然資源開發(fā)利用和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的戰(zhàn)略 目標(biāo)、對策、配置模式,為最終達(dá)到脫貧致富、實現(xiàn)區(qū)域可持續(xù)發(fā)展服務(wù)。 在為本區(qū)提出方案的同時,也力圖能拋磚引玉,為其它鐵路沿線的貧困山 區(qū)縣域發(fā)展提供一些參考和借鑒。全文共分四部分: 第一部分:自然地理條件與社會發(fā)展概況 闡述了本區(qū)北亞熱帶氣候條件下的以山地特點為主的自然環(huán)境基礎(chǔ), 揭示幾縣市仍然處于貧困狀態(tài)的社會經(jīng)濟現(xiàn)狀,指出生態(tài)環(huán)境脆弱和污染 加劇的問題不容樂觀。 第二部分:自然資源開發(fā)現(xiàn)狀 首先從自然資源質(zhì)、量、綜合開發(fā)利用的水平、弊端及資源環(huán)境保護(hù) 的角度分析了本區(qū)自然資源優(yōu)劣勢,得出礦產(chǎn)、生物和水力資源具有較大 的開發(fā)價值和前景,旅游資源富有特色,但目前開發(fā)利用條件差、水平低; 其次,通過分析得出資源優(yōu)勢沒有轉(zhuǎn)化成經(jīng)濟優(yōu)勢,是因為產(chǎn)業(yè)橋梁基礎(chǔ) 薄弱、結(jié)構(gòu)不合理、層次低;第三,總結(jié)出制約本區(qū)自然資源開發(fā)利用的 六個因子:山地阻力大和交通不便造成邊緣性區(qū)位、資本短缺、人力資源 短缺、制度短缺、城市作用力弱和生態(tài)環(huán)境問題,其中交通不便和邊緣性 區(qū)位是首位瓶頸;最后,指出西部大開發(fā)和地區(qū)內(nèi)外市場需求擴大兩個方 面是自然資源開發(fā)、經(jīng)濟發(fā)展的有利宏觀環(huán)境。 第三部分:西康鐵路對本區(qū)自然資源優(yōu)化配置和經(jīng)濟發(fā)展的有利影響 沒有西康鐵路,本區(qū)就不能在西部開發(fā)伊始搶占先機,它的影響巨大: 促進(jìn)了本區(qū)通達(dá)性的改善,使得邊緣性區(qū)位弱化,促進(jìn)地區(qū)經(jīng)濟合作和投 資環(huán)境向良性方向發(fā)展;同時鐵路干線的集聚作用為內(nèi)部增長極成長創(chuàng)造 了有利條件;為本區(qū)產(chǎn)業(yè)結(jié)構(gòu)高度化即工業(yè)化提供了基礎(chǔ)。 第四部分:自然資源優(yōu)化矚】巨分析 這是本文主體。根據(jù)可持續(xù)發(fā)展原則、系統(tǒng)性原則、時限性原則與最 大經(jīng)濟和社會效益原則,確立了本區(qū)通過自然資源可持續(xù)開發(fā)利用達(dá)到脫 貧致富和區(qū)域可持續(xù)發(fā)展的目標(biāo)。本文認(rèn)為工業(yè)化 包括農(nóng)業(yè)產(chǎn)業(yè)化)是 實現(xiàn)憂化配置的核心和保障,并采用工業(yè)化戰(zhàn)略訣策模型,通過構(gòu)建工業(yè) 化多層次分析結(jié)構(gòu)和判斷矩陣,得出戰(zhàn)略重點和憂先發(fā)展順序,作為最終 實施的指導(dǎo)。最后,根據(jù)配置原則、地區(qū)特點等將本區(qū)分為兩個小區(qū)進(jìn)行 配置:柞鎮(zhèn)區(qū)和旬康區(qū),采用區(qū)域綜合開發(fā)四維分析方淪確立各區(qū)配置的 分期、分行業(yè)目標(biāo)和對策,并據(jù)此進(jìn)行詳紹分析,總結(jié)概括各區(qū)資源配昔 框圖c 本文受陜西師范大學(xué)課題“西康鐵路對沿線自然資源優(yōu)化配置模式的 影響研究”資助,由赴實地考察收集資料到論文撰寫完稿共歷時一年,于 2000年5月完成。創(chuàng)新處有三個方面:第一是立意新,首次綜合分析了四 康鐵路對柞水、鎮(zhèn)安、旬陽和安康自然資源開發(fā)的影響,指出這四個縣市 作為陜西“脊梁骨”的南段“尾椎”,西部大開發(fā)和陜西建設(shè)西康-西延鐵 路經(jīng)濟帶是該卜進(jìn)行資源開發(fā)的有利形勢,并提出可行性建議,對它們的 發(fā)展具有較強的實用指導(dǎo)意義;第二是本文的研究將隴海經(jīng)濟帶和長江經(jīng) 濟帶相聯(lián)系,指出木區(qū)處于兩帶的橋梁地位,這是一個新的認(rèn)識;第三是 方法較新,本文首次采用了二-業(yè)化戰(zhàn)略模型和區(qū)域綜合開發(fā)四維分析方 法,緯合點軸發(fā)展模式對該區(qū)進(jìn)行自然資源的優(yōu)化配置實施分析,可作為 其它類似縣域資源配置的惜鑒。
[Abstract]:"Qinba mountain area along Xikang Railway" refers to Xikang railway in Zhashui County, Zhen An county, Xunyang.
County and Ankang City (county-level city) four counties and cities composed of the area, located in the Qinba Mountain hinterland.
Backwardness and poverty have been plaguing the economic development of the region, the development of the western region and the participation of Xikang railway in the region.
The whole province and even the big area economic circle has provided the very good opportunity. This article complies with the new period request, the analysis edition.
The conditions for the development of natural resources, the impact of the construction of Xikang railway and the development of the western region are discussed.
The feasible way of rational allocation of resources, and establishing the strategy of natural resources development and utilization and industrial structure optimization.
Target, countermeasure and allocation mode will serve for achieving the goal of getting rid of poverty and becoming prosperous and realizing regional sustainable development.
While putting forward a plan for this area, it is also trying hard to throw bricks and jade into jade, and serve as an impoverished mountain along other railways.
There are four parts in the development of district and county.
Part one: natural geography and social development.
The natural environment base of mountainous area in northern subtropical climate is expounded.
It reveals the social and economic situation of several counties and cities that are still in poverty, and points out that the ecological environment is fragile and polluted.

The second part: the present situation of natural resources development
First, the quality, quantity, comprehensive development and utilization level of natural resources, malpractice and resources and environment protection.
From the angle of analyzing the advantages and disadvantages of natural resources in this area, it is concluded that mineral resources, biological and hydraulic resources are relatively large.
The development value and Prospect of tourism resources are distinctive, but the current development and utilization conditions are poor and the level is low.
Secondly, through analysis, it is concluded that resource superiority has not been transformed into economic advantage because of industrial bridge foundation.
Weak, unreasonable structure, low level; third, summed up the constraints on the development and utilization of natural resources in the region.
Six factors: Mountain resistance and traffic inconvenience cause marginal location, capital shortage, human resources.
Shortage, shortage of system, weak urban force and ecological environment, among which traffic is inconvenient and marginal.
Location is the first bottleneck. Finally, it points out the two aspects of the western development and the expansion of market demand both inside and outside the region.
Surface is a favorable macro environment for natural resources development and economic development.
The third part: the beneficial influence of Xikang Railway on the optimal allocation of natural resources and economic development in the region.
Without the Xikang railway, the region can not seize the opportunity at the beginning of the western development.
It has promoted the improvement of accessibility in the region, weakened the marginal location and promoted regional economic cooperation and investment.
The capital environment is developing towards a benign direction; meanwhile, the convergence of the railway trunk lines creates the growth of the internal growth pole.
The favorable conditions provide the foundation for the industrial structure to be highly industrialized in this area.

Finally, according to the principles of disposition and regional characteristics, this will be divided into two districts.
