【摘要】：在限額與交易機(jī)制背景下,考慮排放依賴型生產(chǎn)商實(shí)施2種減排方式:"末端減排方式"和"過程減排方式"。通過構(gòu)建參數(shù)模型展示2種減排方式下,排放依賴型生產(chǎn)商進(jìn)行運(yùn)作優(yōu)化的思路以及決策結(jié)果的異同。此外,市場中綠色消費(fèi)者綠色偏好的涌現(xiàn),雖然對(duì)排放依賴型生產(chǎn)商來說,相當(dāng)于間接降低了減排成本,能夠促進(jìn)排放依賴型生產(chǎn)商在市場交易和減排處理之間優(yōu)先選擇自身減排處理,但是,如果排放依賴型生產(chǎn)商選擇的是"過程減排方式",那么他的運(yùn)作決策就需要慎重執(zhí)行,因?yàn)?只有有遠(yuǎn)見的排放依賴型生產(chǎn)商才能抓住綠色市場的機(jī)遇并做出最優(yōu)決策以獲取最大的利益。對(duì)于政府來說,一方面,可以通過宏觀調(diào)控排放權(quán)的交易價(jià)格來引導(dǎo)排放依賴型生產(chǎn)商去探索最佳的凈化減排方案;另一方面,還可以通過低碳宣傳培養(yǎng)消費(fèi)者的低碳意識(shí)以增強(qiáng)排放依賴型生產(chǎn)商進(jìn)行自身減排的主動(dòng)性。
[Abstract]:In the context of quota and trading mechanism, two emission reduction methods are considered: "end emission reduction mode" and "process emission reduction mode". In addition, the emergence of green consumer green preferences in the market, although for emissions dependent producers, is tantamount to reducing the cost of reducing emissions indirectly. It can facilitate emissions dependent producers to prioritize their own emissions reduction treatment between market trading and emission reduction treatment, but if emissions dependent producers choose a "process approach" to reduce emissions, their operational decisions need to be carefully implemented. Because only visionary emission-dependent producers can seize the opportunities of a green market and make optimal decisions to maximize the benefits. For governments, on the one hand, Emissions dependent producers can be led to explore the best options for purifying and reducing emissions through macro-control of the trading price of emission rights; on the other hand, Low-carbon awareness can also be fostered through low-carbon propaganda to increase the initiative of emission-dependent producers to reduce their own emissions.
