【摘要】：論文基于經(jīng)濟(jì)發(fā)展方式的生態(tài)化立場(chǎng)、觀點(diǎn)和方法,并廣泛借鑒諸如現(xiàn)代化理論中的經(jīng)濟(jì)發(fā)展轉(zhuǎn)變方式等分析方法,從轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和生態(tài)文明建設(shè)的內(nèi)涵、特點(diǎn)和兩者關(guān)系現(xiàn)狀分析入手,詳細(xì)闡述了生態(tài)文明視野中的經(jīng)濟(jì)學(xué)形態(tài)(諸如循環(huán)經(jīng)濟(jì)、低碳經(jīng)濟(jì)、綠色經(jīng)濟(jì)等),進(jìn)而對(duì)兩者在發(fā)展過(guò)程中的矛盾展開深入分析,并在國(guó)際社會(huì)對(duì)生態(tài)文明的共識(shí)的理解前提下,并梳理、匯集已有理論界的觀點(diǎn)與方法,最終提出以生態(tài)文明為基點(diǎn)的路徑選擇模式來(lái)實(shí)現(xiàn)中國(guó)經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變。本文有兩條主脈,一個(gè)是轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,一個(gè)是開展生態(tài)文明建設(shè),但是兩者看似是經(jīng)濟(jì)、生態(tài)兩個(gè)不同的系統(tǒng),實(shí)際上都要融入到社會(huì)系統(tǒng)中,即兩者殊途同歸。分別從理論鋪墊、現(xiàn)實(shí)矛盾與思考、核心理論解說(shuō)、對(duì)策方法四個(gè)部分展開詳細(xì)闡述。 第一部分是理論基礎(chǔ)部分,主要是相關(guān)理論的評(píng)述,分別就轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、生態(tài)文明及其建設(shè)的概念及兩者間的關(guān)系的主要研究成果和實(shí)踐歷程進(jìn)行了綜述和評(píng)價(jià),并為整個(gè)論文的研究提供一個(gè)理論的基礎(chǔ),為后續(xù)的研究搭起一座橋梁。第二部分是全文的核心研究部分。在生態(tài)文明建設(shè)視角下探討我國(guó)的經(jīng)濟(jì)轉(zhuǎn)變發(fā)展方式,首要的任務(wù)就是研究以生態(tài)文明為基點(diǎn)轉(zhuǎn)變我國(guó)經(jīng)濟(jì)發(fā)展方式的含義及內(nèi)在一致性,并就兩者之間存在的問(wèn)題和矛盾進(jìn)入多元化深入分析。第三部分是關(guān)于如何以生態(tài)文明為基點(diǎn)來(lái)實(shí)現(xiàn)中國(guó)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的路徑分析�；趪�(guó)際社會(huì)對(duì)于生態(tài)文明建設(shè)達(dá)成的共識(shí),再結(jié)合我們國(guó)家的具體國(guó)情,提出了對(duì)策,以解決在完善我國(guó)的法律和環(huán)保法規(guī)方面的有關(guān)問(wèn)題,加強(qiáng)政府的監(jiān)督和管理,完善提高政府職能；發(fā)展低碳經(jīng)濟(jì),促進(jìn)風(fēng)能、核能等新能源開發(fā)和提高化石能源等傳統(tǒng)能源利用率；并著重分析了要正確處理好工業(yè)化與生態(tài)文明建設(shè)之間的關(guān)系,堅(jiān)定不移地走可持續(xù)發(fā)展和生態(tài)化工業(yè)發(fā)展道路。
[Abstract]:Based on the ecological standpoint, viewpoint and method of the economic development mode, and drawing lessons from the analysis methods such as the economic development transformation mode in the modernization theory, the paper discusses the connotation of changing the economic development mode and the ecological civilization construction. Starting with the analysis of the characteristics and the present situation of the relationship between the two, this paper expounds in detail the economic forms (such as circular economy, low-carbon economy, green economy, etc.) in the view of ecological civilization, and then deeply analyzes the contradictions between the two in the process of development. And on the premise of the international community's understanding of the common understanding of ecological civilization, and combing and collecting the existing views and methods of the theoretical circle, Finally, a path selection model based on ecological civilization is proposed to realize the transformation of Chinese economic development mode. This paper has two main veins, one is to change the mode of economic development, the other is to carry out the construction of ecological civilization, but the two seem to be economic. In fact, the two different ecological systems should be integrated into the social system, that is to say, the two approaches should be the same as the other. It is elaborated in detail from four parts: theoretical paving, realistic contradiction and thinking, explanation of core theory, and countermeasures and methods. The first part is the theoretical foundation part, mainly is the related theory commentary, respectively has carried on the summary and the appraisal to the transformation economic development way, the ecological civilization and its construction concept and the relationship between the two main research results and the practice course. The second part is the core research part of the thesis. From the perspective of ecological civilization construction, the paper discusses the mode of economic transformation and development in China. The first task is to study the meaning and internal consistency of changing the mode of economic development in China based on ecological civilization. The third part is the path analysis on how to realize the transformation of Chinese economic development mode based on ecological civilization. The consensus reached in the construction of civilization, Combined with the specific national conditions of our country, this paper puts forward some countermeasures to solve the related problems in perfecting the laws and regulations of environmental protection in our country, to strengthen the supervision and management of the government, to improve the functions of the government, to develop the low-carbon economy, and to promote wind energy. Nuclear energy and other new energy development and improve the utilization rate of traditional energy such as fossil energy, and analyzed the relationship between industrialization and ecological civilization construction, and unswervingly follow the path of sustainable development and ecological industrial development.
