【摘要】： 本文主要通過(guò)對(duì)市場(chǎng)經(jīng)濟(jì)中政府提供公共產(chǎn)品中存在的問(wèn)題的分析，找出一些市場(chǎng)經(jīng)濟(jì)中公共產(chǎn)品有效供給的共性問(wèn)題，然后在此基礎(chǔ)上，并根據(jù)中國(guó)的個(gè)性特色，提出了建立中國(guó)的公共財(cái)政體制即分稅制財(cái)政管理體制以及需要注意的問(wèn)題，以利于中國(guó)各級(jí)政府在社會(huì)主義市場(chǎng)經(jīng)濟(jì)中根據(jù)這一體制來(lái)有效提供公共產(chǎn)品。 引言。以市場(chǎng)與政府之間的關(guān)系為分析基點(diǎn)，以公共產(chǎn)品政府提供為切入點(diǎn)，導(dǎo)入政府為什么能和如何提供公共產(chǎn)品的問(wèn)題分析。 一、政府提供公共產(chǎn)品的依據(jù)。主要從市場(chǎng)與政府矛盾關(guān)系入手，分析了公共產(chǎn)品的特性，在市場(chǎng)不能提供公共產(chǎn)品的基礎(chǔ)上，導(dǎo)出政府必須提供并且能夠提供公共產(chǎn)品的優(yōu)勢(shì)所在。 二、政府本身對(duì)有效提供公共產(chǎn)品影響的分析。主要從政府外部性、壟斷性、運(yùn)行效益、過(guò)度干預(yù)、有限信息和需求偏好等六個(gè)方面分析了政府在公共產(chǎn)品供給中存在的弊端。 三、“以手投票”對(duì)政府有效提供公共產(chǎn)品影響的分析。主要分析了維克塞爾模型和林達(dá)爾模型以及多數(shù)規(guī)則投票機(jī)制對(duì)公共產(chǎn)品的影響，指出一方面能幫助政府解決公共產(chǎn)品存在的問(wèn)題，，另一方面投票機(jī)制本身也存在問(wèn)題，也不能全部解決政府提供公共產(chǎn)品存在的問(wèn)題。 四、“以足投票”對(duì)有效提供公共產(chǎn)品影響的分析。主要分析了蒂 布特“以足投票”機(jī)制，導(dǎo)出地方分權(quán)對(duì)地方政府和中央政府提供公 共產(chǎn)品的重要性、必要性和有效性，但“以足投票”仍然不能全部解 決公共產(chǎn)品供給中存在的問(wèn)題。 五、財(cái)政轉(zhuǎn)移支付制度對(duì)有效提供公共產(chǎn)品影響的分析。由于“以 足投票”也不能全部解決政府提供公共產(chǎn)品中存在的問(wèn)題，對(duì)這一問(wèn) 題的解決可通過(guò)另外一種手段即財(cái)政轉(zhuǎn)移支付手段來(lái)補(bǔ)充解決。 六、市場(chǎng)經(jīng)濟(jì)中政府提供公共產(chǎn)品的若干結(jié)論簡(jiǎn)要分析。通過(guò)以上 各個(gè)環(huán)節(jié)的分析，找出一些政府提供公共產(chǎn)品中存在的共性問(wèn)題，邏 輯導(dǎo)出分稅制財(cái)政管理體制。 七、我國(guó)政府提供公共產(chǎn)品的歷史軌跡簡(jiǎn)要分析。在由計(jì)劃經(jīng)濟(jì)轉(zhuǎn) 軌到社會(huì)主義市場(chǎng)經(jīng)濟(jì)的過(guò)程中，中國(guó)政府是怎樣改變公共產(chǎn)品供給 方式的，以及取得的進(jìn)展和目前存在的問(wèn)題。 八、政府有效提供公共產(chǎn)品的措施選擇。通過(guò)政府提供公共產(chǎn)品中 存在的一系列問(wèn)題分析以及中國(guó)的歷史與現(xiàn)狀的分析。從財(cái)政支出、 財(cái)政收入、財(cái)政轉(zhuǎn)移支付制度、政府自身管理、民主理財(cái)機(jī)制、城鎮(zhèn) 化建設(shè)等六個(gè)方面提出了提高公共產(chǎn)品供給效率的措施。
[Abstract]:This paper mainly through the provision of public products in the analysis of existing problems for the government in a market economy, the common problems and find out the effective public products supply in the market economy, and then on this basis, according to the China characteristics, puts forward some problems needing attention in the establishment of public finance system is Chinese finance management system as well. In order to Chinese at all levels of government in the socialist market economy according to the system to effectively provide public products.
Introduction, taking the relationship between the market and the government as the analysis basis, and taking the public product government supply as the breakthrough point, it introduces the problem of why the government can provide and how to provide public products.
First, the government provides the basis for public goods. Based on the contradictory relationship between the market and the government, this paper analyzes the characteristics of public goods, and derives the advantages that the government must provide and provide public products on the basis of the fact that the market can not provide public products.
Two, the government itself analyzes the impact of the effective provision of public goods. It mainly analyzes the drawbacks of the government in the supply of public goods from six aspects, namely, the externalities of the government, monopoly, operational efficiency, excessive intervention, limited information and demand preferences.

The influence mainly analyzes the influence model of VIC Searl and Lindahl model and majority rule voting mechanism on public goods, pointed out that on the one hand can help the government to solve public problems, on the other hand, the voting mechanism has its own problems, also cannot solve all of the government provides public goods problems.
Four, an analysis of the effect of "foot vote" on the effective provision of public goods.
Butt's "foot vote" mechanism derives local decentralization for the local government and the central government.
