【摘要】： 在公共政策的研究范疇內(nèi),再分配政策的研究展現(xiàn)出獨(dú)有的重要性與緊迫性。但是在理論領(lǐng)域蓬勃發(fā)展的同時(shí),綜合政治學(xué)方法和經(jīng)濟(jì)學(xué)方法來(lái)考察和分析再分配政策的研究尚顯不足。本文基于新政治經(jīng)濟(jì)學(xué)(尤其是公共選擇理論)的方法論:個(gè)人主義的方法論、經(jīng)濟(jì)人假設(shè)和作為交換的政治過(guò)程,把不一致性和利益沖突作為出發(fā)點(diǎn)研究再分配政策,試圖通過(guò)對(duì)再分配政策的新政治經(jīng)濟(jì)學(xué)研究,更好地理解和把握再分配政策的本質(zhì)與過(guò)程,能夠?yàn)樵俜峙湔叩母母锾峁┮粋�(gè)新的視角。 全文共分為三個(gè)部分: 第一部分,再分配政策的經(jīng)濟(jì)學(xué)分析視角及其缺陷。基于市場(chǎng)失靈、經(jīng)濟(jì)增長(zhǎng)和社會(huì)福利三個(gè)經(jīng)濟(jì)學(xué)角度分析了再分配政策的必要性以及存在的局限性。 第二部分,再分配政策研究的新途徑:新政治經(jīng)濟(jì)學(xué)。首先介紹了再分配政策的五種類型,其次運(yùn)用新政治經(jīng)濟(jì)學(xué)理論探討了再分配政策的制定與實(shí)施,接著分析了再分配政策的變革,最后引出了再分配政策所產(chǎn)生的影響。 第三部分,再分配政策新政治經(jīng)濟(jì)學(xué)研究的意義。從推動(dòng)再分配政策研究視角的轉(zhuǎn)變、提供再分配政策改革的理論基礎(chǔ)、驗(yàn)證了馬克思主義政治經(jīng)濟(jì)學(xué)說(shuō)的有效性以及形成了再分配政策的定量分析工具四個(gè)方面來(lái)闡述再分配政策新政治經(jīng)濟(jì)學(xué)研究的意義。
[Abstract]:In the field of public policy research, the research of redistribution policy has shown its unique importance and urgency. The research of comprehensive political science and economics to investigate and analyze the redistribution policy is still insufficient. This paper is based on the methodology of new political economics (especially the theory of public choice): the methodology of individualism. The hypothesis of economic man and the political process of exchange take inconsistency and conflict of interest as the starting point to study redistribution policy and try to study it through the new political economy study of redistribution policy. A better understanding and understanding of the nature and process of redistribution policy can provide a new perspective for the reform of redistribution policy. The full text is divided into three parts:. The first part analyzes the necessity and limitation of redistributive policy based on market failure, economic growth and social welfare. The second part, the new approach to the research of redistribution policy: new political economy. Firstly, it introduces the five types of redistribution policy, and then discusses the formulation and implementation of redistribution policy by using the new political economy theory. Then it analyzes the change of redistribution policy, and finally leads to the impact of redistribution policy. The third part, the significance of the research on the new political economy of the redistribution policy, which provides the theoretical basis for the reform of the redistribution policy from the perspective of promoting the research of the redistribution policy. It verifies the validity of Marxist theory of political economy and forms the quantitative analysis tools of redistributive policy to illustrate the significance of the study of new political economy of redistributive policy.
