【摘要】：作為公共選擇學(xué)派代表人物之一的布坎南在其學(xué)術(shù)生涯的后半期對公共選擇理論進(jìn)行了更為深入的研究,從中發(fā)展了憲政經(jīng)濟(jì)學(xué)的思想。憲政經(jīng)濟(jì)學(xué)主要研究規(guī)則的運(yùn)行以及規(guī)則的產(chǎn)生,重點(diǎn)是研究約束政府行為的規(guī)則,因此憲政經(jīng)濟(jì)學(xué)在解決政府失靈方面有著一定的理論意義,布坎南的憲政經(jīng)濟(jì)學(xué)已經(jīng)應(yīng)用在稅收,財(cái)政赤字和憲法變革等方面。本文首先簡單介紹布坎南的憲政經(jīng)濟(jì)學(xué)思想,這主要就是介紹布坎南憲政經(jīng)濟(jì)學(xué)的理論體系;然后對布坎南的憲政經(jīng)濟(jì)學(xué)思想進(jìn)行評價(jià),提出其思想的重要意義以及存在的不足之處;最后以布坎南憲政經(jīng)濟(jì)學(xué)在財(cái)政赤字方面的應(yīng)用,結(jié)合我國的財(cái)政狀況對我國財(cái)政赤字進(jìn)行分析,并提出兩點(diǎn)針對治理財(cái)政赤字方面的具體建議。
[Abstract]:Buchanan, one of the representatives of the School of Public Choice, studied the theory of public choice more deeply in the second half of his academic career. It develops the thought of constitutional economics. Constitutional economics mainly studies the operation of rules and the generation of rules, with the emphasis on the study of the rules that constrain the government's behavior, so constitutional economics has certain theoretical significance in solving the problems of government failure. Buchanan's constitutional economics has been applied in tax revenue, fiscal deficit and constitutional reform. Firstly, this paper briefly introduces Buchanan's thought of constitutional economics, which mainly introduces the theoretical system of Buchanan's constitutional economics. Then it evaluates Buchanan's thought of constitutional economics, and points out the significance of its thought and its shortcomings. Finally, the application of Buchanan's constitutional economics in fiscal deficit is discussed. Based on the analysis of our country's fiscal deficit, this paper puts forward two specific suggestions on how to deal with it.
