【摘要】：隨著京津冀協(xié)同發(fā)展上升至國家戰(zhàn)略高度,京津冀一體化再度成為人們關(guān)注的熱點(diǎn)問題。在京津冀一體化的進(jìn)程中,必須協(xié)調(diào)、處理、整合包括物流、資金流、信息流和人力資源等各方資源,其中人力資源是最關(guān)鍵的資源。因?yàn)闊o論是物流、資金流還是信息流都有人的因素在里面,需要依靠人的作用來實(shí)現(xiàn)。因此人力資源的素質(zhì)直接決定著京津冀一體化能否順利實(shí)現(xiàn)。但目前河北省的人力資源狀況是:人力資源資源總量豐富但整體素質(zhì)偏低,大多數(shù)未接受過嚴(yán)格的職業(yè)培訓(xùn),技能水平偏低;人才結(jié)構(gòu)層次較低,人力資源競爭力較弱;河北省人力資源管理水平較低,職業(yè)規(guī)范體系欠缺,存在職業(yè)規(guī)范真空、職業(yè)規(guī)范沖突、職業(yè)規(guī)范不清、職業(yè)規(guī)范失靈等情況。造成了職業(yè)精神缺失,職業(yè)道德失范,職業(yè)技能低下,職業(yè)職責(zé)不清,產(chǎn)品質(zhì)量參差不齊,整體服務(wù)水平較差,嚴(yán)重影響了河北省社會(huì)經(jīng)濟(jì)的發(fā)展和京津冀一體化的協(xié)同發(fā)展。因此,建立完善的職業(yè)規(guī)范體系是當(dāng)前河北省急需解決的問題。河北省應(yīng)該通過建立完善的職業(yè)規(guī)范體系來提高河北省人力資源素質(zhì),規(guī)范員工的職業(yè)培訓(xùn)和職業(yè)行為,提高員工的技能水平,提高河北省人力資源的競爭能力和管理水平。
[Abstract]:With the coordinated development of Beijing-Tianjin-Hebei to the national strategic level, Beijing-Tianjin-Hebei integration has once again become a hot issue of concern. In the process of Beijing-Tianjin-Hebei integration, it is necessary to coordinate, deal with, and integrate, including logistics and capital flows. Human resources are the most critical resources in all aspects, such as information flows and human resources. This is because, whether it is logistics, capital flows or information flows, there are human factors in them. Therefore, the quality of human resources directly determines whether the integration of Beijing, Tianjin and Hebei can be realized smoothly. However, the present situation of human resources in Hebei Province is as follows: the total amount of human resources is abundant but the overall quality is on the low side. Most of them have not received strict vocational training, the skill level is on the low side; the level of talent structure is low, and the competitiveness of human resources is weak; the level of human resources management in Hebei Province is low, the professional standard system is lacking, and there is a vacuum of professional norms. Conflict of professional norms, unclear professional norms, failure of professional norms, etc., resulting in lack of professional spirit, abnormal professional ethics, low vocational skills, unclear professional responsibilities, uneven product quality, poor overall service level, etc. This has seriously affected the social and economic development of Hebei Province and the coordinated development of Beijing-Tianjin-Hebei integration. It is urgent to solve the problem of establishing a perfect professional standard system in Hebei Province, which should improve the quality of human resources and standardize the vocational training and behavior of employees. Improve the level of staff skills, improve the competitiveness and management of human resources in Hebei Province.
