【摘要】：農(nóng)村資金互助社是中國(guó)合作金融探索的新階段。本文在論述農(nóng)村資金互助社運(yùn)行機(jī)制及制度優(yōu)勢(shì)的基礎(chǔ)上,揭示農(nóng)村資金互助社異化的具體形式、后果及原因,進(jìn)而探討重構(gòu)其治理制度的原則與路徑。農(nóng)村資金互助社在資金來(lái)源、組織結(jié)構(gòu)、管理、貸款產(chǎn)品和收益分配等方面均體現(xiàn)了合作金融自愿、互助、民主以及非營(yíng)利等特征,具有較小存貸利差、股權(quán)激勵(lì)以及微型金融貸款辦法等制度優(yōu)勢(shì)。農(nóng)村資金互助社異化在目標(biāo)、產(chǎn)權(quán)、管理以及貸款四個(gè)方面均有體現(xiàn),結(jié)果是互助合作屬性喪失、風(fēng)險(xiǎn)增大以及資金動(dòng)員困難。農(nóng)村資金互助社發(fā)生異化的主要根源是凈儲(chǔ)蓄者—凈借款者、小戶(hù)—大戶(hù)以及管理者—借款者之間未能實(shí)現(xiàn)激勵(lì)相容。重構(gòu)農(nóng)村資金互助社治理制度,應(yīng)遵從金融發(fā)展權(quán)利與激勵(lì)相容兩條基本原則,并從民主、產(chǎn)權(quán)及產(chǎn)品三個(gè)方面尋求重構(gòu)路徑。
[Abstract]:Rural mutual fund cooperatives are a new stage in the exploration of cooperative finance in China. On the basis of discussing the operating mechanism and institutional advantages of rural mutual fund cooperatives, this paper reveals the concrete forms, consequences and causes of alienation of rural mutual fund cooperatives, and then probes into the principles and paths of reconstructing its governance system. Rural mutual fund cooperatives have the characteristics of voluntary cooperative finance, mutual assistance, democracy and non-profit in terms of source of funds, organizational structure, management, loan products and income distribution, and have small interest rate differentials between deposits and loans. Equity incentive and micro-financial loan measures and other institutional advantages. The alienation of rural mutual fund cooperatives is reflected in four aspects: goal, property right, management and loan. The result is the loss of the attribute of mutual assistance and cooperation, the increase of risk and the difficulty of fund mobilization. The main source of alienation of rural mutual fund cooperatives is the failure to achieve incentive compatibility between net savers, net borrowers, small households, large households and managers and borrowers. In order to reconstruct the governance system of rural mutual fund cooperatives, we should abide by the two basic principles of the compatibility of financial development rights and incentives, and seek the reconstruction path from three aspects: democracy, property rights and products.
