【摘要】：發(fā)展中國家在發(fā)展貿(mào)易的時(shí)候，遇到了許多限制性約束，為了幫助克服其自身發(fā)展的障礙，《部長宣言》提出了貿(mào)易援助這一制度。發(fā)展中國家參與貿(mào)易援助可以擴(kuò)大貿(mào)易，使得貿(mào)易自由化程度得到提高，通過促進(jìn)貿(mào)易實(shí)現(xiàn)發(fā)展降低貧困。從理論和實(shí)際發(fā)展情況來看，貿(mào)易援助的存在十分重要。但是，在貿(mào)易援助實(shí)施的過程中，仍然存在著很多缺陷，，這也意味著在WTO體系中實(shí)施貿(mào)易援助的重要性。在進(jìn)行貿(mào)易援助是，援助國與受助國之間要對援助事項(xiàng)進(jìn)行溝通，并建立援助機(jī)構(gòu)管理貿(mào)易援助的政策進(jìn)展等問題。此外，貿(mào)易援助的監(jiān)督問題存在著缺陷，這說明WTO貿(mào)易援助應(yīng)當(dāng)有相對應(yīng)的監(jiān)督機(jī)構(gòu)，以保證貿(mào)易援助的有效實(shí)施。 當(dāng)下中國在國際經(jīng)濟(jì)中地位已經(jīng)越來越重要，在這種形式下，中國作為世界上最大的發(fā)展中國家應(yīng)當(dāng)更加積極地參與到貿(mào)易援助活動中去，逐步的從原來的受助國轉(zhuǎn)變成為援助國，進(jìn)而更好地發(fā)揮出中國在國際社會中所應(yīng)該發(fā)揮的作用。但是目前中國還屬于“新興經(jīng)濟(jì)體”，這樣的國際地位制約著中國在貿(mào)易援助中的發(fā)展。本文在分析美國、歐盟以及日本在貿(mào)易援助中的參與情況，以及介紹中國參與貿(mào)易援助情況的基礎(chǔ)上，分析中國在貿(mào)易援助活動中所面臨的挑戰(zhàn)與機(jī)遇，并且相應(yīng)的提出對策，為中國能夠更好地參與到貿(mào)易援助活動中提供決策上的參考。
[Abstract]:In order to help overcome the obstacles to their own development, developing countries encountered many restrictive constraints in developing their trade. In order to help overcome the obstacles to their own development, the Ministerial Declaration proposed the Aid for Trade regime.The participation of developing countries in Aid for Trade can expand trade, increase trade liberalization and reduce poverty through development through trade facilitation.Theoretically and practically, the existence of Aid for Trade is very important.However, there are still many shortcomings in the implementation of Aid for Trade, which also means the importance of implementing Aid for Trade in the WTO system.Aid for Trade is the issue of communication between donor and recipient countries on aid matters and the establishment of aid agencies to manage aid for trade policy progress.In addition, there are some defects in the supervision of Aid for Trade, which indicates that WTO should have a corresponding supervision body to ensure the effective implementation of Aid for Trade.At present, China has become more and more important in the international economy. In this form, China, as the largest developing country in the world, should participate more actively in Aid for Trade activities.Gradually change from the original recipient to the donor, and then better play the role that China should play in the international community.But China is also an emerging economy, an international position that limits China's development in aid for trade.Based on the analysis of the participation of the United States, the European Union and Japan in Aid for Trade, and the introduction of China's participation in Aid for Trade, this paper analyzes the challenges and opportunities that China faces in the activities of Aid for Trade, and puts forward corresponding countermeasures.To provide a reference for China to better participate in Aid for Trade activities.
