新疆戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展問(wèn)題研究

【摘要】:未來(lái)經(jīng)濟(jì)社會(huì)的發(fā)展離不開(kāi)戰(zhàn)略性新興產(chǎn)業(yè)的支持。只有加快發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),我們才能改變現(xiàn)有的生產(chǎn)方式,調(diào)整落后的產(chǎn)業(yè)結(jié)構(gòu),提高企業(yè)產(chǎn)品質(zhì)量,更好的滿足消費(fèi)者日益增長(zhǎng)的文化需求。企業(yè)只有迎合消費(fèi)需求,才能發(fā)展經(jīng)濟(jì),改善民生,創(chuàng)造更多的就業(yè)機(jī)會(huì),最終活躍整個(gè)經(jīng)濟(jì)市場(chǎng)。發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)同時(shí)關(guān)系到我國(guó)經(jīng)濟(jì)社會(huì)的全局和長(zhǎng)遠(yuǎn)發(fā)展的重大決策,因此有必要深刻把握其科學(xué)內(nèi)涵,明確發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的重點(diǎn)及方向,通過(guò)加強(qiáng)政府的宏觀規(guī)劃和引導(dǎo),營(yíng)造出合理的政策和市場(chǎng)環(huán)境,以促進(jìn)新技術(shù)的產(chǎn)業(yè)化及新興企業(yè)的成長(zhǎng)壯大,在創(chuàng)新和競(jìng)爭(zhēng)的壓力下,企業(yè)才會(huì)朝著更加活躍的方向發(fā)展,促使經(jīng)濟(jì)內(nèi)生增長(zhǎng)。我國(guó)提出發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的政策時(shí)間較短,相對(duì)國(guó)外發(fā)達(dá)國(guó)家,中國(guó)的發(fā)展經(jīng)驗(yàn)欠缺,我們需要在大量理論基礎(chǔ)之上,全面系統(tǒng)的呈現(xiàn)區(qū)域產(chǎn)業(yè)大環(huán)境。以定性分析為主定量分析為輔,采用產(chǎn)業(yè)競(jìng)爭(zhēng)力評(píng)價(jià)模型對(duì)新疆烏魯木齊戰(zhàn)略性新興產(chǎn)業(yè)進(jìn)行競(jìng)爭(zhēng)力評(píng)價(jià)?茖W(xué)的分析發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)新疆的優(yōu)勢(shì)和不足,另一方面分析新疆戰(zhàn)略性新興產(chǎn)業(yè)的集聚水平的高低,更加宏觀了解新疆戰(zhàn)略性新興產(chǎn)業(yè)的現(xiàn)狀,其次借鑒國(guó)外發(fā)展的優(yōu)秀案例,對(duì)比和探討新疆在發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)方面可以學(xué)習(xí)和改進(jìn)的地方。最后,在實(shí)證分析的結(jié)果面前,提出對(duì)策建議,力求為新疆的宏觀產(chǎn)業(yè)規(guī)劃提供參考依據(jù)。
[Abstract]:Economic and social development in the future can not be separated from the support of strategic emerging industries. Only by speeding up the development of strategic emerging industries, can we change the existing mode of production, adjust the backward industrial structure, improve the quality of enterprise products, and better meet the growing cultural needs of consumers. Only by catering to consumer demand can enterprises develop the economy, improve people's livelihood, create more jobs, and eventually activate the entire economic market. The development of strategic emerging industries is related to the overall and long-term development of our country's economy and society at the same time. Therefore, it is necessary to profoundly grasp its scientific connotation and make clear the key points and directions for the development of strategic emerging industries. By strengthening the macro planning and guidance of the government, creating a reasonable policy and market environment, in order to promote the industrialization of new technologies and the growth and growth of new enterprises, only under the pressure of innovation and competition can enterprises develop in a more active direction. Promote endogenous economic growth. The policy of developing strategic emerging industries in China is relatively short. Compared with the developed countries, China's development experience is short. We need to present the regional industrial environment in a comprehensive and systematic way on the basis of a large number of theories. The qualitative analysis as the main quantitative analysis is used to evaluate the competitiveness of the strategic emerging industries in Urumqi, Xinjiang. Scientifically analyze the advantages and disadvantages of developing strategic emerging industries in Xinjiang, on the other hand, analyze the level of agglomeration of strategic emerging industries in Xinjiang, and understand more macroscopically the present situation of strategic emerging industries in Xinjiang. Secondly, draw lessons from the excellent cases of foreign development, compare and discuss the areas where Xinjiang can learn and improve in the development of strategic emerging industries. Finally, in front of the results of empirical analysis, the author puts forward countermeasures and suggestions, and tries to provide a reference for the macro industrial planning in Xinjiang.
