【摘要】：“科學(xué)技術(shù)是第一生產(chǎn)力”,任何產(chǎn)業(yè)的發(fā)展都離不開科學(xué)技術(shù)的應(yīng)用,農(nóng)業(yè)也不例外。臨澧縣作為湖南省的糧食大縣,但農(nóng)業(yè)科技對臨澧縣的糧食產(chǎn)業(yè)的支持作用的發(fā)揮卻不是那么理想。因此,本文以臨澧縣糧食產(chǎn)業(yè)為研究對象,從這個視角,對農(nóng)業(yè)科技的支持作用進行研究。全文共分為六個章節(jié),第一章導(dǎo)言。第一章導(dǎo)言部分介紹本論文的研究的背景、意義、國內(nèi)外研究現(xiàn)狀、論文研究方法和論文整體框架等內(nèi)容。第二章介紹了相關(guān)概念并以部分發(fā)達地區(qū)的農(nóng)業(yè)科技對農(nóng)業(yè)支持作用為研究對象,總結(jié)相應(yīng)的經(jīng)驗和做法。第三章闡述了臨澧縣發(fā)揮農(nóng)業(yè)科技對糧食產(chǎn)業(yè)的支持作用的現(xiàn)狀,所取得的成就及存在的問題進行分析,目前臨澧縣農(nóng)業(yè)科技對糧食產(chǎn)業(yè)的支持作用發(fā)揮不足主要有以下問題：未建立針對糧食產(chǎn)業(yè)的農(nóng)業(yè)科技支持體系；農(nóng)業(yè)科技服務(wù)手段落后；農(nóng)業(yè)科技服務(wù)主體單一；農(nóng)業(yè)科技服務(wù)的滿意度低。第四章主要從農(nóng)業(yè)科技投入、農(nóng)業(yè)科技服務(wù)隊伍、農(nóng)業(yè)科技服務(wù)對象、當(dāng)前糧食產(chǎn)業(yè)的生產(chǎn)規(guī)模、農(nóng)業(yè)科技推廣機構(gòu)及農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè)等方面導(dǎo)致農(nóng)業(yè)科技對糧食產(chǎn)業(yè)支持作用發(fā)揮不足的原因進行分析,第五章在對第二章、第三章及第四章進行分析的基礎(chǔ)上,提出臨澧縣發(fā)揮糧食產(chǎn)業(yè)農(nóng)業(yè)科技支持作用的對策。具體包括：制定有利于糧食產(chǎn)業(yè)優(yōu)先發(fā)展的科技政策；合理引導(dǎo)農(nóng)業(yè)土地流轉(zhuǎn),盡快推進糧食產(chǎn)業(yè)土地規(guī)模的適度化經(jīng)營；建立以糧食產(chǎn)業(yè)農(nóng)戶需求為導(dǎo)向的科技服務(wù)供給機制；加大對糧食產(chǎn)業(yè)的農(nóng)業(yè)科技的投入；大力培養(yǎng)職業(yè)農(nóng)民,為糧食產(chǎn)業(yè)提供勞動力支撐；構(gòu)建素質(zhì)、技能結(jié)構(gòu)合理的糧食產(chǎn)業(yè)科技服務(wù)隊伍；完善機構(gòu)設(shè)置,提高農(nóng)業(yè)科技推廣效率及加強對農(nóng)業(yè)基礎(chǔ)設(shè)施的建設(shè)。第六章主要對本文研究的不足和未來進一步的研究方向進行明確。
[Abstract]:Science and technology is the first productive force. The development of any industry is inseparable from the application of science and technology, and agriculture is no exception.Linli County is a big grain county in Hunan Province, but agricultural science and technology is not so ideal to give full play to the supporting function of grain industry in Linli County.Therefore, this article takes Linli County grain industry as the research object, from this angle of view, carries on the research to the agricultural science and technology support function.The full text is divided into six chapters, the first chapter is the introduction.The first chapter introduces the background, significance, domestic and international research status, research methods and the overall framework of the thesis.The second chapter introduces the related concepts and studies the supporting role of agricultural science and technology in some developed regions, and summarizes the corresponding experiences and practices.The third chapter expounds the current situation, achievements and problems of Linli County in giving full play to the supporting role of agricultural science and technology to grain industry.At present, the agricultural science and technology in Linli County has not played a supporting role in the grain industry. The main problems are as follows: the agricultural science and technology support system has not been established for the grain industry, the service means of agricultural science and technology are backward, the main body of agricultural science and technology service is single;The satisfaction of agricultural science and technology service is low.The fourth chapter mainly from the agricultural science and technology input, the agricultural science and technology service troop, the agricultural science and technology service object, the current grain industry production scale,The reasons why agricultural science and technology play an insufficient role in supporting grain industry are analyzed in the aspects of agricultural science and technology extension organization and agricultural infrastructure construction. The fifth chapter is based on the analysis of the second, third and fourth chapters.Put forward the countermeasures of Linli County to give full play to the agricultural science and technology support function of grain industry.The main contents are as follows: to formulate scientific and technological policies conducive to the priority development of grain industry, to rationally guide agricultural land circulation, and to promote the moderate management of land scale of grain industry as soon as possible;To establish a scientific and technological service supply mechanism oriented by the demand of farmers in grain industry; to increase investment in agricultural science and technology in grain industry; to train professional farmers vigorously to provide labor support for grain industry; to construct quality,The scientific and technological service team of grain industry with reasonable skill structure should be perfected to improve the efficiency of agricultural science and technology extension and to strengthen the construction of agricultural infrastructure.The sixth chapter is about the deficiency of this paper and the future research direction.
