【摘要】：在中國(guó)的居民飲食消費(fèi)中,豬肉的消費(fèi)量占比歷來(lái)較大,豬肉價(jià)格的上漲會(huì)拉動(dòng)居民消費(fèi)價(jià)格指數(shù)的上漲,影響居民的基本生活質(zhì)量。生豬養(yǎng)殖亦歷來(lái)都是農(nóng)村經(jīng)濟(jì)的支柱產(chǎn)業(yè),生豬市場(chǎng)的波動(dòng)會(huì)影響農(nóng)民收入和農(nóng)業(yè)發(fā)展。為穩(wěn)定生豬養(yǎng)殖產(chǎn)業(yè),國(guó)家在不斷的推進(jìn)運(yùn)用市場(chǎng)的資源和力量對(duì)影響生豬養(yǎng)殖產(chǎn)業(yè)的風(fēng)險(xiǎn)進(jìn)行有效管理。根據(jù)現(xiàn)代風(fēng)險(xiǎn)管理理念以及參考發(fā)達(dá)國(guó)家經(jīng)驗(yàn),運(yùn)用保險(xiǎn)的機(jī)制在畜牧業(yè)風(fēng)險(xiǎn)管理中進(jìn)行風(fēng)險(xiǎn)損失分?jǐn)?降低經(jīng)濟(jì)損失是發(fā)展畜牧業(yè)的重要途經(jīng)。濟(jì)源市為河南省的生豬養(yǎng)殖大市,其農(nóng)業(yè)保險(xiǎn)工作始終走在全省前列。從2007年至今堅(jiān)持探索利用生豬保險(xiǎn)產(chǎn)品對(duì)影響生豬養(yǎng)殖產(chǎn)業(yè)發(fā)展的三大主要風(fēng)險(xiǎn)即自然災(zāi)害、疫病、市場(chǎng)價(jià)格波動(dòng)帶來(lái)的不確定性損失進(jìn)行管理。近八年來(lái),濟(jì)源市在實(shí)踐中形成了適合自身產(chǎn)業(yè)發(fā)展的生豬保險(xiǎn)管理體系,實(shí)實(shí)在在的維護(hù)了農(nóng)戶經(jīng)濟(jì)利益,并穩(wěn)定的促進(jìn)了生豬養(yǎng)殖業(yè)在當(dāng)?shù)氐陌l(fā)展。研究濟(jì)源市生豬保險(xiǎn)體系的建立過(guò)程,有助于為省內(nèi)及國(guó)內(nèi)其他地區(qū)在開展生豬保險(xiǎn)工作中提供樣板經(jīng)驗(yàn),因此選取濟(jì)源市生豬保險(xiǎn)體系為研究對(duì)象,實(shí)地走訪濟(jì)源市畜牧局、財(cái)產(chǎn)保險(xiǎn)公司并收集大量信息及數(shù)據(jù)。首先全面解析濟(jì)源市生豬養(yǎng)殖的情況以及在養(yǎng)殖中所面臨的不同風(fēng)險(xiǎn),財(cái)產(chǎn)保險(xiǎn)公司在不同的階段開發(fā)了有針對(duì)性的保險(xiǎn)產(chǎn)品,詳細(xì)對(duì)能繁母豬保險(xiǎn)、育肥豬保險(xiǎn)產(chǎn)品進(jìn)行解讀。其次通過(guò)梳理,發(fā)現(xiàn)在建立生豬保險(xiǎn)管理體系過(guò)程中的出現(xiàn)的問(wèn)題,總結(jié)濟(jì)源市畜牧局和財(cái)產(chǎn)保險(xiǎn)公司進(jìn)行的改善措施,并對(duì)實(shí)施效果進(jìn)行分析和評(píng)估。根據(jù)生豬保險(xiǎn)產(chǎn)品的未來(lái)發(fā)展方向,同時(shí)對(duì)創(chuàng)新性的生豬價(jià)格指數(shù)保險(xiǎn)產(chǎn)品進(jìn)行產(chǎn)品開發(fā)的研究,收集國(guó)內(nèi)部分地區(qū)所進(jìn)行的生豬價(jià)格指數(shù)保險(xiǎn)的試點(diǎn)資料和數(shù)據(jù)并進(jìn)行實(shí)證分析比較,對(duì)濟(jì)源市將要實(shí)施的生豬價(jià)格指數(shù)保險(xiǎn)的情況進(jìn)行分析預(yù)測(cè)。在農(nóng)業(yè)保險(xiǎn)的發(fā)展中,中國(guó)市場(chǎng)和國(guó)際發(fā)達(dá)國(guó)家市場(chǎng)在環(huán)境、技術(shù)、政策等多方面具有差距,選取美國(guó)和加拿大的生豬價(jià)格保險(xiǎn),對(duì)其產(chǎn)品開發(fā)原理、產(chǎn)品內(nèi)容、運(yùn)營(yíng)環(huán)境進(jìn)行比較分析,從而對(duì)國(guó)內(nèi)財(cái)產(chǎn)保險(xiǎn)公司在生豬價(jià)格指數(shù)保險(xiǎn)在未來(lái)的發(fā)展上提供一定的經(jīng)驗(yàn)借鑒,使生豬保險(xiǎn)產(chǎn)品的創(chuàng)新上有所參考。
[Abstract]:Pork consumption has always accounted for a large proportion of Chinese residents' dietary consumption. The rise of pork price will lead to the rise of consumer price index and affect the basic quality of life of the residents. Pig farming has always been a pillar industry in rural economy. The fluctuation of pig market will affect farmers' income and agricultural development. In order to stabilize the pig breeding industry, the country is constantly promoting the use of market resources and power to effectively manage the risks that affect the pig breeding industry. According to the concept of modern risk management and the experience of developed countries, it is an important way to develop animal husbandry to use the mechanism of insurance to share risk loss in animal husbandry risk management and to reduce economic loss. Jiyuan City is a pig breeding city in Henan Province, its agricultural insurance work has always been in the forefront of the province. From 2007 to now, the use of pig insurance products to manage the three main risks that affect the development of pig breeding industry, namely natural disaster, epidemic disease, market price fluctuation, uncertainty loss management. In the past eight years, Jiyuan City has formed a pig insurance management system suitable for the development of its own industry in practice, which has maintained the economic interests of farmers and steadily promoted the development of pig breeding industry in the local area. The study on the establishment process of the pig insurance system in Jiyuan City is helpful to provide the model experience for developing the pig insurance system in the province and other areas in China. Therefore, the pig insurance system of Jiyuan City is selected as the research object, and the animal husbandry bureau of Jiyuan City is visited on the spot. Property insurance companies also collect large amounts of information and data. First of all, we comprehensively analyze the situation of pig breeding in Jiyuan City and the different risks faced in the breeding process. Property insurance companies have developed targeted insurance products at different stages to insure the fertile sows in detail. Fattening pig insurance products for interpretation. Secondly, through combing, found the problems in the establishment of pig insurance management system, summarized the improvement measures carried out by Jiyuan City Animal and Shepherd Bureau and property Insurance Company, and analyzed and evaluated the effect of the implementation. According to the future development direction of pig insurance products, and the innovative pig price index insurance product development, This paper collects the experimental data and data of pig price index insurance in some parts of China, and makes an empirical analysis and comparison, and analyzes and forecasts the situation of pig price index insurance to be implemented in Jiyuan city. In the development of agricultural insurance, there is a gap between Chinese market and developed country market in environment, technology, policy and so on. The operation environment is compared and analyzed so as to provide some experience and reference for domestic property insurance companies in the future development of pig price index insurance and the innovation of pig insurance products.
