文章摘要為揭示中國資源環(huán)境與經(jīng)濟發(fā)展相互關(guān)系的時空演變特征或規(guī)律,借助“驅(qū)動力-狀態(tài)-響應”(DSR)概念模型,構(gòu)建區(qū)域資源環(huán)境負荷指數(shù),應用脫鉤理論及基于彈性分析法改進的脫鉤程度判定標準,以1998.2008年為時間界限,以T1、T2、T3、T4和T5 5個時期為時間尺度,以全國及31個省、直轄市、自治區(qū)為空間尺度,試圖對中國及各省區(qū)資源環(huán)境負荷與經(jīng)濟發(fā)展脫鉤程度,及時空演變特征或規(guī)律進行定量判定與綜合分析。結(jié)果表明:①無論是從時間演變還是從空間演變來看,中國及其絕大多數(shù)省區(qū)資源環(huán)境負荷與經(jīng)濟發(fā)展的關(guān)系總體上處于相對脫鉤狀態(tài),其演變主要從相對脫鉤I→相對脫鉤Ⅱ→相對脫鉤Ⅳ→相對脫鉤Ⅲ→相對脫鉤Ⅱ的呈近“正態(tài)分布曲線”的規(guī)律。②按東北、東部、中部和西部4大地帶劃分,各省區(qū)資源環(huán)境與經(jīng)濟發(fā)展脫鉤程度與全國比較的空間演變規(guī)律主要表現(xiàn)為,,東北地區(qū)經(jīng)濟發(fā)展對資源環(huán)境的壓力相對較低,但有上升趨勢;東部、中部、西部地區(qū)區(qū)域發(fā)展的資源環(huán)境壓力則隨著經(jīng)濟的較快增長而逐漸下降,其下降速度的順序為西部地區(qū)〈中部地區(qū)〈東部地區(qū)。隨著中國區(qū)域科學發(fā)展的有力推進和經(jīng)濟發(fā)展方式的不斷優(yōu)化,資源環(huán)境與經(jīng)濟發(fā)展正呈現(xiàn)良性互動,二者有望實現(xiàn)絕對脫鉤,這對中國實現(xiàn)資源環(huán)境與經(jīng)濟社會的全面協(xié)調(diào)可持續(xù)發(fā)展具有重大的推動作用。

AbstrThe relationship between resource-environment and economic development has become a key re- search subject in regional sustainable development. Decoupling between them is a basic requirement to achieve comprehensive, coordinated and sustainable development of resource-environment and economy-society, and is also an important goal of the regional scientific development. In order to explore the features or rules of the tem- poral-spatial evolution of the relationship between resource-environment and economic development in China, with the conceptual model of Driving Force-State-Response, this study constructed a regional resources and en- vironmental load index. Using the decoupling theory and the criteria for decoupling degrees based on the im- provement of elastic analysis, this paper attempted to make quantitative and comprehensive analyses of the fea- tures or rules of temporal-spatial evolution of decoupling degrees between resource-environment and economic development at national and provincial scales, with a time span from 1998 to 2008. The results show that: (1) no matter what the evolution of the time or the space is, the relationship between resource-environment load and economic development was generally in a state of relative decoupling in the country and most of provinces, the order of the evolution was relative decoupling I→relative decoupling II→relative decoupling IV→relative de- coupling III→relative decoupling II, and the changes were close to the "normal distribution curve"; (2) accord- ing to the division of the four areas: northeastern, eastern, central and western parts of China, the spatial evolu- tion rule of decoupling degrees' comparison of resource-environment and GDP between the nation and the pr
