【摘要】：國際經(jīng)驗(yàn)業(yè)已實(shí)證人力資本及人力資本的利用效率一定程度上決定一國經(jīng)濟(jì)的發(fā)展?fàn)顩r。當(dāng)今時代,生態(tài)經(jīng)濟(jì)建設(shè)與發(fā)展歷史性賦予人力資本生態(tài)型界定。國內(nèi)外就人力資本對經(jīng)濟(jì)增長貢獻(xiàn)的計量測算豐碩,但囿于分離標(biāo)準(zhǔn)、技術(shù)與方法等,難以計量出生態(tài)型人力資本的貢獻(xiàn)。定性分析認(rèn)為,生態(tài)型人力資本是人力資本與生態(tài)文明的耦合,對生態(tài)文明意識的形成與提升、三次產(chǎn)業(yè)"生態(tài)化"及產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化與升級、消費(fèi)模式轉(zhuǎn)變及經(jīng)濟(jì)增長方式轉(zhuǎn)型等具有促進(jìn)作用。建議指出,為使生態(tài)型人力資本有效引領(lǐng)經(jīng)濟(jì)社會發(fā)展,應(yīng)弘揚(yáng)、塑造生態(tài)型人才觀,科學(xué)建制以"育選引用"生態(tài)型人才;以多元主體投資生態(tài)型人力資本,公平收入分配,激活、提升生態(tài)型人力資本流量和存量;推崇與實(shí)施生態(tài)技術(shù),依托生態(tài)型人力資本強(qiáng)力推進(jìn)生態(tài)經(jīng)濟(jì)發(fā)展;探究生態(tài)型人力資本貢獻(xiàn)的計量標(biāo)準(zhǔn)與技術(shù)方法,樹立生態(tài)型標(biāo)桿;切實(shí)進(jìn)行生態(tài)改革,以生態(tài)型人力資本推動全要素生產(chǎn)率的提升。
[Abstract]:International experience has demonstrated that human capital and its utilization efficiency to some extent determine the development of a country's economy. The ecotype of human capital is defined by the historic construction and development of ecological economy. The measurement and measurement of the contribution of human capital to economic growth at home and abroad is abundant, but limited by the separation criteria, techniques and methods. It is difficult to measure the contribution of ecological human capital. The qualitative analysis shows that ecological human capital is the coupling of human capital and ecological civilization and the formation and promotion of ecological civilization consciousness. Three industries "ecological" and industrial structure optimization and upgrading, consumption mode transformation and economic growth mode transformation have a promoting role. It is suggested that ecological human capital can effectively lead the economic and social development. It is necessary to carry forward and shape the ecological talent concept and establish a scientific system of "educating and selecting and citing" ecological talents. Investment in ecological human capital with multiple subjects, fair income distribution, activation, and promotion of ecological human capital flow and stock; Promoting and implementing ecological technology, relying on ecological human capital to promote the development of ecological economy; To probe into the measurement standards and technical methods of the contribution of ecological human capital, and to set up the ecological benchmark; Carrying out ecological reform and promoting total factor productivity with ecological human capital.
