【摘要】：2012年以來(lái),中國(guó)經(jīng)濟(jì)從高速增長(zhǎng)過(guò)渡到中高速增長(zhǎng),政府當(dāng)前首要任務(wù)是制定并實(shí)施宏觀經(jīng)濟(jì)調(diào)控政策來(lái)穩(wěn)定經(jīng)濟(jì)、促進(jìn)充分就業(yè),其前提是需要準(zhǔn)確理解我國(guó)當(dāng)前自然失業(yè)率水平及變化。本文對(duì)有關(guān)我國(guó)自然失業(yè)率研究的文獻(xiàn)進(jìn)行了綜述,分析了現(xiàn)有研究后得知,我國(guó)自然失業(yè)率經(jīng)歷了改革開(kāi)放后至20世紀(jì)90年代初的下降階段,90年代至21世紀(jì)初不斷上升階段,21世紀(jì)初至今不斷下降的趨勢(shì)。當(dāng)前,我國(guó)自然失業(yè)率水平處于一個(gè)較低的趨勢(shì),制定并實(shí)施經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的宏觀調(diào)控政策,并不會(huì)給我國(guó)帶來(lái)較大的失業(yè)壓力,加強(qiáng)實(shí)施再就業(yè)政策有利于降低自然失業(yè)率并推動(dòng)經(jīng)濟(jì)長(zhǎng)期發(fā)展。
[Abstract]:Since 2012, China's economy has changed from high-speed growth to medium-high growth. At present, the primary task of the government is to formulate and implement macroeconomic regulation and control policies to stabilize the economy and promote full employment. The premise is to accurately understand the current level and changes of the natural unemployment rate in China. This paper summarizes the literature on the study of the natural unemployment rate in China and finds out after analyzing the existing research. The natural unemployment rate in China has gone through the declining stage from the beginning of the reform and opening up to the beginning of 1990s, from the 1990s to the beginning of 21th century, the rising stage and the declining trend since the beginning of the 21st century. The level of natural unemployment in China is in a low trend, the formulation and implementation of economic restructuring and industrial structural transformation and upgrading of macro-control policies, will not bring greater pressure of unemployment in China. Strengthening the re-employment policy will help to reduce the natural unemployment rate and promote the long-term development of the economy.

【正文快照】： 一、引言隨著我國(guó)經(jīng)濟(jì)發(fā)展到新常態(tài)階段,經(jīng)濟(jì)增長(zhǎng)從高速逐步過(guò)渡到中高速增長(zhǎng)。近年來(lái),我國(guó)宏觀經(jīng)濟(jì)實(shí)施了供給側(cè)結(jié)構(gòu)性改革,推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)和國(guó)有企業(yè)混合所有制改革等政策,然而經(jīng)濟(jì)結(jié)構(gòu)不斷變化、人口紅利消失與人口結(jié)構(gòu)不斷變化,使我國(guó)宏觀經(jīng)濟(jì)增長(zhǎng)面臨較大的壓力。
