福州市倉山區(qū)城鄉(xiāng)義務(wù)教育非均等化問題研究

【摘要】:教育是一個(gè)國家和民族振興的基石,實(shí)施義務(wù)教育是一個(gè)國家走向現(xiàn)代文明的重要標(biāo)志。城鄉(xiāng)義務(wù)教育非均等化的存在不僅有悖公平,而且也影響效率,最終會阻礙經(jīng)濟(jì)的可持續(xù)發(fā)展和社會的穩(wěn)定和諧。只有保障城鄉(xiāng)義務(wù)教育供給的均等化,讓城鄉(xiāng)每一個(gè)孩子都能享受到平等的教育權(quán)利和教育機(jī)會,才能最大限度地保證他們在生存和發(fā)展方面機(jī)會的公平和公正。促進(jìn)城鄉(xiāng)義務(wù)教育均等化發(fā)展不僅是實(shí)現(xiàn)社會公平的基礎(chǔ),也是實(shí)現(xiàn)我國基本公共服務(wù)均等化的途徑之一,更是我國統(tǒng)籌城鄉(xiāng)發(fā)展以及構(gòu)建社會主義和諧社會的必然要求。然而,由于我國特殊的城鄉(xiāng)二元結(jié)構(gòu),導(dǎo)致城鄉(xiāng)義務(wù)教育出現(xiàn)了比較嚴(yán)重的非均等化態(tài)勢,我們必須采取有效措施加以治理。 本文立足于福州市倉山區(qū)進(jìn)行探討研究。目前盡管在義務(wù)教育發(fā)展方面取得了顯著成效,但依然面臨著一個(gè)不容忽視的問題,即城鄉(xiāng)義務(wù)教育的非均等化。由于倉山區(qū)不僅具有大城市帶有農(nóng)村的代表性,而且基本具備統(tǒng)籌城鄉(xiāng)發(fā)展的經(jīng)濟(jì)實(shí)力以及統(tǒng)籌城鄉(xiāng)發(fā)展的初步經(jīng)驗(yàn)。因此,我們通過考察倉山區(qū)城鄉(xiāng)義務(wù)教育發(fā)展所面臨的種種問題,就可以透視福州市城鄉(xiāng)義務(wù)教育發(fā)展面臨的各種問題。為使本研究更具現(xiàn)實(shí)性、可行性和準(zhǔn)確性,筆者采用經(jīng)費(fèi)投入、辦學(xué)條件、師資條件、辦學(xué)水平等多個(gè)衡量教育發(fā)展的指標(biāo),對福州市倉山區(qū)四所案例學(xué)校進(jìn)行了數(shù)據(jù)調(diào)查整理和定量分析,實(shí)事求是地分析和闡述了倉山區(qū)城鄉(xiāng)義務(wù)教育發(fā)展中存在的非均等化現(xiàn)象及其成因。在此基礎(chǔ)上,筆者梳理了國內(nèi)外推進(jìn)城鄉(xiāng)義務(wù)教育均等化的成功經(jīng)驗(yàn)及啟示,提出了促進(jìn)福州市倉山區(qū)城鄉(xiāng)義務(wù)教育均等化發(fā)展的對策。希望本文能為推進(jìn)福州市城鄉(xiāng)義務(wù)教育均等化進(jìn)程提供一定的理論參考。
[Abstract]:Education is the cornerstone of the revitalization of a country and a nation, the implementation of compulsory education is an important symbol of a country towards modern civilization. The existence of non-equalization of urban and rural compulsory education is not only contrary to fairness, but also affects efficiency. Ultimately will hinder the sustainable development of the economy and social stability and harmony. Only to ensure the equalization of urban and rural compulsory education supply, so that every child in urban and rural areas can enjoy equal rights and opportunities in education. In order to ensure their survival and development opportunities are fair and just to the maximum extent. Promoting the equal development of urban and rural compulsory education is not only the basis of achieving social equity. It is also one of the ways to realize the equalization of basic public services in our country. It is also an inevitable requirement for our country to coordinate the development of urban and rural areas and to build a harmonious socialist society. However, due to the special dual structure of urban and rural areas in our country. As a result of urban and rural compulsory education there is a serious situation of non-equalization, we must take effective measures to deal with it. This article is based on the Fuzhou Cangshan area to explore the research. Although the development of compulsory education has achieved remarkable results, but still face a problem that can not be ignored. That is, urban and rural compulsory education is not equal. Because Cangshan District not only has the representative of big cities with rural areas, but also has the economic strength of urban and rural development as well as the preliminary experience of urban and rural development. By investigating the problems faced by the development of urban and rural compulsory education in Cangshan area, we can see through the problems faced by the development of compulsory education in urban and rural areas of Fuzhou. In order to make this study more realistic, feasible and accurate. The author adopts several indicators to measure the development of education, such as fund input, school conditions, teachers' conditions and the level of running a school, and carries out a data survey and quantitative analysis of four case schools in Cangshan District of Fuzhou City. This paper analyzes and expounds the phenomenon of non-equalization and its causes in the development of urban and rural compulsory education in Cangshan area. The author combs the successful experience and enlightenment of promoting the equalization of urban and rural compulsory education at home and abroad. This paper puts forward the countermeasures to promote the equalization of urban and rural compulsory education in Cangshan District of Fuzhou City, and hopes that this paper can provide some theoretical references for promoting the process of equalization of urban and rural compulsory education in Fuzhou City.
