【摘要】：基于交換理論,以交換理性、交換結(jié)構(gòu)、交換的不確定性為切入點,結(jié)合相關(guān)治理案例,對體育公共服務(wù)治理中的公共性偏移、合作性缺失、多元化不足等問題進行解釋。研究認為,在體育公共服務(wù)治理中,當(dāng)經(jīng)濟理性超過社會理性,各主體將形成損公利私的扭曲行為;資源狀況的差異導(dǎo)致主體結(jié)構(gòu)失衡,進而導(dǎo)致主體間形成控制與依附的關(guān)系,阻礙了以平等、協(xié)作為特征的主體間合作形成;不確定性影響了"體制外"組織的參與,導(dǎo)致"多元化"的不足。最后,以培育社會理性、平衡主體結(jié)構(gòu)、降低不確定性三個角度出發(fā),以規(guī)范各主體行為為抓手提出治理策略與建議。
[Abstract]:Based on the exchange theory, taking the exchange rationality, the exchange structure and the uncertainty of exchange as the starting point, combined with the relevant cases of governance, this paper explains the problems of public deviation, lack of cooperation and lack of diversification in the governance of sports public services. The study holds that, in the governance of public sports services, when economic rationality exceeds social rationality, the main bodies will form distorted behaviors that are harmful to public interests and private interests, and the differences in resource conditions will lead to the imbalance of the subject structure. This leads to the formation of the relationship between the control and dependence among the subjects, which hinders the formation of cooperation among the subjects characterized by equality and cooperation, and the uncertainty affects the participation of the "out-of-system" organizations and leads to the lack of "pluralism". Finally, in order to cultivate social rationality, balance the structure of the subject and reduce the uncertainty, the author puts forward the management strategies and suggestions in order to standardize the behavior of each subject.
