【摘要】：受后金融危機(jī)時代的影響,全球的大學(xué)生就業(yè)問題仍然面臨著較為嚴(yán)峻的挑戰(zhàn),面對當(dāng)下復(fù)雜、動態(tài)、多變的外部環(huán)境,如何更好地提高大學(xué)生就業(yè)的管理效率和可持續(xù)性已成為社會各界尤其是政府亟需面對的熱門話題。本文運(yùn)用系統(tǒng)科學(xué)理論、系統(tǒng)工程方法和系統(tǒng)動力學(xué)方法,將大學(xué)生就業(yè)管理視為一個具有復(fù)雜性特征的系統(tǒng)工程,對大學(xué)生就業(yè)能力系統(tǒng)和就業(yè)管理系統(tǒng)進(jìn)行研究。本文首先以大學(xué)生就業(yè)市場現(xiàn)狀入手,構(gòu)建了大學(xué)生就業(yè)能力系統(tǒng)的結(jié)構(gòu)模型,并從學(xué)習(xí)成績、工作能力、科研成果、綜合素質(zhì)、活動行為五個要素分析了存在問題及原因;然后構(gòu)建了大學(xué)生就業(yè)影響因素關(guān)系模型,并從政府、學(xué)校、用人單位、大學(xué)生、社會、家庭等方面存在的問題分析總結(jié)需求側(cè)數(shù)量、供給側(cè)結(jié)構(gòu)、服務(wù)功能、政策環(huán)境等四類環(huán)境的存在問題及主要原因,從而綜合能力與環(huán)境的內(nèi)外影響因素提出大學(xué)生就業(yè)系統(tǒng)的結(jié)構(gòu)模型。接著分析了大學(xué)生就業(yè)的管理系統(tǒng),界定了就業(yè)管理系統(tǒng)的元素、對象子系統(tǒng)和過程子系統(tǒng)、目的和目標(biāo)、功能、環(huán)境和制約因素等主要概念,然后以對象子系統(tǒng)(政府、學(xué)校、用人單位、大學(xué)生、社會、家庭等)和過程子系統(tǒng)(職業(yè)生涯規(guī)劃、就業(yè)力提升、就業(yè)市場、就業(yè)支持、就業(yè)服務(wù)和就業(yè)預(yù)警等)為基礎(chǔ),構(gòu)建了大學(xué)生就業(yè)管理系統(tǒng)的內(nèi)涵體系結(jié)構(gòu)模型。然后,從大學(xué)生就業(yè)管理系統(tǒng)的邊界入手,找出系統(tǒng)的流位流率系,利用系統(tǒng)動力學(xué)的流率基本入樹建模方法和Vensim-PLE軟件,分析并構(gòu)建出大學(xué)生就業(yè)管理系統(tǒng)的流率入樹模型和系統(tǒng)流圖;通過對系統(tǒng)基模的分析,找出大學(xué)生就業(yè)管理系統(tǒng)的主要促進(jìn)因素和制約因素。最后,通過分析大學(xué)生就業(yè)管理系統(tǒng)的整體性、結(jié)構(gòu)性、層次性、開放性和動態(tài)性等一般性特征以及協(xié)同性、自組織、非線性、混沌性等復(fù)雜性特征,構(gòu)建出大學(xué)生就業(yè)管理系統(tǒng)工程中的對象、分析內(nèi)容和控制過程等結(jié)構(gòu)模型,以期能為大學(xué)生就業(yè)管理系統(tǒng)工程提供一個清晰的研究思路和設(shè)計框架。同時根據(jù)控制過程結(jié)構(gòu)模型中提出的政府調(diào)控步驟,并結(jié)合系統(tǒng)動力學(xué)因果關(guān)系分析的結(jié)果,利用系統(tǒng)工程思想提出“拓寬供給,分流需求,柔性就業(yè),動態(tài)平衡”的宏觀調(diào)控策略及大學(xué)生就業(yè)管理系統(tǒng)工程的優(yōu)化控制策略。
[Abstract]:Under the influence of the post-financial crisis, the global employment problem of college students is still facing more severe challenges, facing the current complex, dynamic and changeable external environment. How to improve the management efficiency and sustainability of college students' employment has become a hot topic for all walks of life, especially the government. This paper uses the theory of system science, the method of systems engineering and the method of system dynamics. The employment management of college students is regarded as a system engineering with complex characteristics, and the employment ability system and employment management system of college students are studied. Firstly, this paper starts with the present situation of college students' employment market. The structural model of college students' employability system is constructed, and the existing problems and reasons are analyzed from five factors: study achievement, work ability, scientific research achievement, comprehensive quality and activity behavior. Then we construct the relationship model of employment factors of college students, and analyze the demand-side quantity, supply-side structure and service function from the aspects of government, school, employing unit, college students, society, family and so on. This paper puts forward the structural model of employment system of college students by synthesizing the factors of ability and environment, and then analyzes the management system of employment of college students. Define the elements of the employment management system, object subsystem and process subsystem, purpose and goal, function, environment and constraints and other main concepts, then the object subsystem (government, schools, employers). College students, society, families, etc.) and process subsystems (career planning, employability enhancement, job market, employment support, employment services and employment early warning, etc.). Then, starting with the boundary of the employment management system of college students, we find out the flow rate of the system. By using the modeling method of basic flow rate tree and Vensim-PLE software of system dynamics, the flow rate entry tree model and system flow graph of the employment management system for college students are analyzed and constructed. Through the analysis of the system model, find out the main promotion factors and constraints of the employment management system. Finally, through the analysis of the integrity, structure and level of the employment management system of college students. General characteristics such as openness and dynamics, cooperation, self-organization, nonlinearity, chaos and other complex characteristics, the construction of college students in the employment management system engineering object. Analysis of the content and control process of structural models, in order to provide a clear research ideas and design framework for the university employment management system engineering. At the same time, according to the control process structure model proposed by the government regulatory steps. Combined with the results of causality analysis of system dynamics, the paper puts forward the idea of "widening supply, diverting demand and flexible employment" by using the idea of systems engineering. The macro-control strategy of dynamic balance and the optimal control strategy of employment management system engineering for college students.
