【摘要】：由于城市中人口高度聚集,一旦發(fā)生災害需疏散受災居民到應急避難所中,因此應急避難所選址的合理性與適宜性就成為研究的重點。本文從經濟性、效率性、公平性、安全性、可達性及環(huán)境因素等6個方面出發(fā),選取12個應急避難所選址適宜性評價因子,并構建評價指標體系;利用TOPSIS評價方法構建適宜性評價模型,對研究區(qū)42處備選應急避難所的適宜性進行評價,結果表明:優(yōu)秀級別8個、良好級別10個、中等級別23個、差等級別1個。研究結果可為應急管理部門在選擇應急避難所建設位置時提供決策依據。
[Abstract]:Because of the high concentration of population in the city, once the disaster occurs, it is necessary to evacuate the affected residents to the emergency shelter, so the rationality and suitability of the location of the emergency shelter has become the focus of research. In this paper, 12 evaluation factors of location suitability of emergency shelter are selected from six aspects: economy, efficiency, fairness, security, accessibility and environmental factors, and the evaluation index system is constructed. The suitability evaluation model was constructed by TOPSIS evaluation method, and the suitability of 42 alternative emergency shelters in the study area was evaluated. The results showed that there were 8 excellent grades, 10 good grades, 23 middle grades and 1 poor grade. The results of the study can provide the decision-making basis for the emergency management department to choose the construction location of the emergency shelter.
