【摘要】：海綿城市的建設(shè)對解決當(dāng)前我國城市內(nèi)澇、熱島效應(yīng)、缺水等問題及提升城市環(huán)境質(zhì)量具有重要作用。我國對海綿城市的研究剛剛起步,相關(guān)理論、規(guī)范、標(biāo)準(zhǔn)有待完善,而城鄉(xiāng)規(guī)劃對海綿城市的建設(shè)具有引領(lǐng)作用,應(yīng)依托現(xiàn)有的規(guī)劃體系,嵌入海綿城市的規(guī)劃理念。本文從城鄉(xiāng)規(guī)劃體系中總規(guī)和控規(guī)層面如何落實低影響開發(fā)理念進行分析研究。在城市總體規(guī)劃階段提出建設(shè)海綿城市的總體思路,確定海綿城市建設(shè)的規(guī)劃策略,合理確定海綿城市建設(shè)總體目標(biāo)�？匾�(guī)階段通過分類分解和單位面積容積兩種方式相結(jié)合進一步細(xì)化和落實總規(guī)階段提出的要求和目標(biāo),并結(jié)合各地塊特點進行低影響開發(fā)指標(biāo)及設(shè)施的落實。
[Abstract]:The construction of sponge city plays an important role in solving the problems of urban waterlogging, heat island effect and water shortage in China and improving the quality of urban environment. The research on sponge city in our country has just started, the related theory, standard and standard need to be improved, and the urban and rural planning plays a leading role in the construction of sponge city, so we should rely on the existing planning system and embed the planning concept of sponge city. This paper analyzes and studies how to implement the concept of low impact development from the level of general and control regulations in urban and rural planning system. In the stage of urban master planning, the overall idea of building sponge city is put forward, the planning strategy of sponge city construction is determined, and the overall goal of sponge city construction is reasonably determined. In the control stage, the requirements and objectives put forward in the general regulation stage are further refined and implemented by means of classification decomposition and unit area volume, and the low impact development indexes and facilities are implemented according to the characteristics of each plot.
