【摘要】：在城鄉(xiāng)一體化背景下,鄉(xiāng)村地區(qū)建設(shè)發(fā)展的重要性逐漸提升,村莊規(guī)劃愈發(fā)被重視,國家出臺(tái)大量法規(guī)政策用以指導(dǎo)村莊建設(shè)發(fā)展,不同政策導(dǎo)向下出現(xiàn)了不同種類村莊規(guī)劃,但各類村莊規(guī)劃由于規(guī)劃依據(jù)不同,規(guī)劃側(cè)重點(diǎn)各異,導(dǎo)致規(guī)劃內(nèi)容千差萬別,且內(nèi)容均不完整。在多種規(guī)劃并行的現(xiàn)狀下,村莊規(guī)劃無法良好的指導(dǎo)村莊的建設(shè)發(fā)展,并由此引發(fā)了法律法規(guī)、技術(shù)標(biāo)準(zhǔn)、規(guī)劃體系、規(guī)劃內(nèi)容以及實(shí)施管理等方面的村莊規(guī)劃共性問題。本文以城市“多規(guī)合一”的研究為出發(fā)點(diǎn),面對(duì)村莊規(guī)劃中存在的共性問題,提出村莊規(guī)劃“多規(guī)合一”是解決現(xiàn)階段村莊規(guī)劃問題的最佳途徑。首先通過對(duì)城市“多規(guī)合一”的研究總結(jié),得出現(xiàn)階段城市規(guī)劃“多規(guī)合一”的本質(zhì)在于同一層面相關(guān)規(guī)劃的融合,并通過類比城市規(guī)劃與村莊規(guī)劃“多規(guī)”的區(qū)別,明確以“多規(guī)合一”為導(dǎo)向的村莊規(guī)劃本質(zhì)在于整合協(xié)調(diào)現(xiàn)階段各類村莊規(guī)劃的內(nèi)容,將各規(guī)劃統(tǒng)一為一個(gè)完整的規(guī)劃。其次,以解決問題為切入點(diǎn),以城市“多規(guī)合一”編制核心為指導(dǎo)思想,進(jìn)行村莊“多規(guī)合一”規(guī)劃的編制探索,明確村莊“多規(guī)合一”規(guī)劃的基礎(chǔ)是簡(jiǎn)化規(guī)劃體系、協(xié)調(diào)法律法規(guī)政策、統(tǒng)一用地分類標(biāo)準(zhǔn)以及加強(qiáng)公眾參與。進(jìn)一步明確“多規(guī)合一”村莊規(guī)劃的具體內(nèi)容,對(duì)村莊布點(diǎn)規(guī)劃、產(chǎn)業(yè)發(fā)展方向等應(yīng)在上級(jí)規(guī)劃中確定的規(guī)劃內(nèi)容提出上層規(guī)劃建議;區(qū)分規(guī)劃層面,即村域范圍內(nèi)應(yīng)進(jìn)行控制線規(guī)劃、保護(hù)規(guī)劃以及戰(zhàn)略發(fā)展規(guī)劃;村莊建設(shè)區(qū)范圍內(nèi)應(yīng)進(jìn)行土地利用規(guī)劃與空間布局規(guī)劃、基礎(chǔ)設(shè)施與公共服務(wù)設(shè)施規(guī)劃、建筑設(shè)計(jì)導(dǎo)引等;此外,還需編制行動(dòng)規(guī)劃以保證規(guī)劃的順利實(shí)施。最后,以寶雞市金臺(tái)區(qū)硤石鎮(zhèn)車轍村為具體實(shí)證范圍,進(jìn)行車轍村“多規(guī)合一”規(guī)劃編制,闡述村莊“多規(guī)合一”規(guī)劃具體內(nèi)容。
[Abstract]:In the context of urban-rural integration, the importance of rural construction and development has gradually increased, village planning has been paid more and more attention to, the state issued a large number of laws and policies to guide the development of village construction, different types of village planning appeared under the guidance of different policies. However, because of the different planning basis and the different emphases, all kinds of village planning contents are different, and the contents are not complete. Under the condition of parallel planning, village planning can not guide the construction and development of villages well, which leads to the common problems in the aspects of laws and regulations, technical standards, planning systems, planning contents and implementing management. In this paper, based on the study of urban "multi-planning in one", and in the face of the common problems in village planning, the author puts forward that village planning "multi-planning in one" is the best way to solve the problem of village planning at the present stage. First of all, through the research and summary of urban "multi-planning in one", the author concludes that the essence of "multi-planning in one" lies in the fusion of related planning at the same level, and compares the difference between urban planning and village planning. It is clear that the essence of village planning, which is guided by "multi-planning in one", is to integrate and coordinate the contents of all kinds of village planning at the present stage, and to unify each planning into a complete plan. Secondly, taking the problem solving as the breakthrough point, taking the urban "multi-planning in one" as the guiding ideology, making the village "multi-planning in one" planning exploration, it is clear that the foundation of village "multi-planning in one" planning is to simplify the planning system. Coordinate laws, regulations and policies, harmonize land use classification standards and enhance public participation. To further clarify the specific content of "multi-planning in one" village planning, to the village layout planning, industrial development direction and other planning content should be determined in the planning of the upper level planning proposals; Distinguish the planning level, that is, the control line planning, protection planning and strategic development planning should be carried out within the village area; Land use planning and spatial layout planning, infrastructure and public service facilities planning, architectural design guidance and so on should be carried out within the scope of village construction areas, in addition, action plans should be drawn up to ensure the smooth implementation of the plans. Finally, taking rutting village in Jintai district of Baoji city as the concrete demonstration scope, this paper makes the planning of rutting village "multi-planning in one", and expounds the concrete contents of village "multi-plane-in-one" planning.
