66千伏明仁輸變電項(xiàng)目建設(shè)管理評價(jià)研究

【摘要】:在當(dāng)前經(jīng)濟(jì)快速發(fā)展的形勢下,輸變電項(xiàng)目建設(shè)的進(jìn)程也在快速提升。而項(xiàng)目建設(shè)的范圍逐步擴(kuò)大的同時(shí),電力輸送的能力隨之逐步增強(qiáng)。另一方面,社會用電量的增加,配套用電設(shè)備也逐漸增多,急需加快輸變電項(xiàng)目建設(shè),保障居民用電質(zhì)量。在大規(guī)模的輸變電項(xiàng)目建設(shè)的同時(shí),建立一個(gè)完善的輸變電項(xiàng)目建設(shè)管理評價(jià)體系,是一項(xiàng)非常緊迫的任務(wù)。在以往的輸變電項(xiàng)目建設(shè)管理過程中,由于存在工程管理協(xié)調(diào)不順、項(xiàng)目建設(shè)管理效率低、項(xiàng)目建設(shè)效果達(dá)不到策劃研究期間的效果,嚴(yán)重的甚至導(dǎo)致投資失敗等問題,嚴(yán)重影響了項(xiàng)目建設(shè)效果,不能有效發(fā)揮項(xiàng)目建設(shè)效益。輸變電項(xiàng)目的建設(shè)管理是一個(gè)以任務(wù)為導(dǎo)向的管理,是以提高項(xiàng)目管理為主要目的的全生命周期管理活動,可以采用項(xiàng)目管理的模式進(jìn)行。本文首先介紹了輸變電項(xiàng)目建設(shè)管理評價(jià)的國內(nèi)外研究現(xiàn)狀以及應(yīng)用狀況。隨后對輸變電工程項(xiàng)目建設(shè)管理的特點(diǎn)進(jìn)行分析,具體包括輸變電項(xiàng)目建設(shè)管理與評價(jià)的概念和特點(diǎn),以及建設(shè)管理評價(jià)的目標(biāo)與原則。并以66千伏明仁輸變電項(xiàng)目建設(shè)管理為研究對象,介紹了66千伏明仁輸變電項(xiàng)目概況,從規(guī)劃管理、項(xiàng)目施工組織計(jì)劃管理、項(xiàng)目施工過程管理等方面分析了66千伏明仁輸變電項(xiàng)目建設(shè)管理相關(guān)評價(jià)指標(biāo)。對項(xiàng)目安全管理、施工質(zhì)量管理、進(jìn)度管理、造價(jià)管理、技術(shù)管理等諸多方面的深入探討并以此為指標(biāo),利用模糊綜合評價(jià)法開展了項(xiàng)目建設(shè)管理綜合評價(jià),提高了輸變電項(xiàng)目建設(shè)管理的決策水平,促進(jìn)了項(xiàng)目管理,提高了項(xiàng)目的科學(xué)化管理水平,促進(jìn)項(xiàng)目投資的客觀公正性,通過有效提升項(xiàng)目建設(shè)管理,提高了輸變電項(xiàng)目建設(shè)的效率和效益。通過本文的研究,有助于改善輸變電項(xiàng)目建設(shè)管理狀態(tài),對提高電網(wǎng)建設(shè)管理水平具有一定的理論價(jià)值與現(xiàn)實(shí)意義。因此,對輸變電項(xiàng)目全過程的科學(xué)化管理和完善評價(jià)體系已成為輸變電項(xiàng)目建設(shè)的重點(diǎn)工作。
[Abstract]:In the current situation of rapid economic development, the construction process of transmission and transformation projects is also rapidly improving. While the scope of the project is gradually expanded, the power transmission capacity is gradually enhanced. On the other hand, with the increase of social electricity consumption and the increase of auxiliary power equipment, it is urgent to speed up the construction of power transmission and transformation projects to ensure the quality of household electricity. It is a very urgent task to establish a perfect management evaluation system for transmission and transformation projects while building large-scale transmission and transformation projects. In the past construction management process of power transmission and transformation projects, due to the poor coordination of project management, the low efficiency of project construction management, the effect of project construction can not reach the effect of planning and research period, serious problems such as failure of investment, etc. Seriously affected the effect of project construction, can not effectively play to the benefits of project construction. The construction management of transmission and transformation project is a task-oriented management, which is a whole life cycle management activity with the main purpose of improving project management, and can be carried out by the mode of project management. This paper first introduces the research status and application of construction management evaluation of power transmission and transformation projects at home and abroad. Then the characteristics of construction management of transmission and transformation projects are analyzed, including the concept and characteristics of construction management and evaluation of transmission and transformation projects, as well as the objectives and principles of construction management evaluation. Taking the construction and management of 66 kV Mingren transmission and transformation project as the research object, this paper introduces the general situation of 66 kV Mingren transmission and transformation project, including planning management, project construction organization and planning management. The related evaluation indexes of 66 kV Akihiren power transmission and transformation project construction management are analyzed in terms of project construction process management and so on. The project safety management, construction quality management, schedule management, cost management, technology management and so on are discussed and used as an index to carry out the comprehensive evaluation of project construction management by using fuzzy comprehensive evaluation method. It improves the decision-making level of power transmission and transformation project construction management, promotes the project management, improves the scientific management level of the project, promotes the objective fairness of the project investment, and effectively promotes the project construction management. The efficiency and benefit of transmission and transformation projects have been improved. Through the research of this paper, it is helpful to improve the construction and management state of transmission and transformation projects, and has certain theoretical value and practical significance to improve the management level of power grid construction. Therefore, the scientific management of the whole process of transmission and transformation project and the improvement of evaluation system have become the key work of transmission and transformation project construction.
