【摘要】：當(dāng)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài),保持持續(xù)的基礎(chǔ)建設(shè)投入已經(jīng)成為保增長(zhǎng)、促發(fā)展的重要手段,在這種新形式情況下,建筑市場(chǎng)日益繁忙,土地整理工作全國(guó)每年的資金投入達(dá)到百億以上。面對(duì)這一新興的行業(yè),對(duì)其造價(jià)的研究還比較薄弱,造價(jià)指標(biāo)的研究更是相對(duì)缺乏。本文從造價(jià)指標(biāo)的組成構(gòu)建內(nèi)容、模型研究、影響因素及實(shí)踐運(yùn)用等方面做了一些探討,以期用于指導(dǎo)工程實(shí)踐活動(dòng)。首先,論文提出了研究的背景,目的和意義,對(duì)國(guó)內(nèi)外研究的現(xiàn)狀進(jìn)行了分析和綜述,以此確定了論文的切入點(diǎn)。本文認(rèn)為,相對(duì)于國(guó)外對(duì)土地工程造價(jià)研究的深入現(xiàn)狀,國(guó)內(nèi)無(wú)論在決策部門或?qū)崉?wù)部門都沒(méi)有一個(gè)可以參照的依據(jù),需要在土地整理的造價(jià)指標(biāo)建構(gòu)方面深入研究。其次,本文針對(duì)上海市土地整理造價(jià)指標(biāo)的特點(diǎn)及影響因素進(jìn)行了調(diào)查與分析。以“關(guān)鍵要素”為框架,結(jié)合專家分析及調(diào)查,提出了土地整理項(xiàng)目工程造價(jià)的構(gòu)成等9項(xiàng)做為問(wèn)卷設(shè)計(jì),使用權(quán)重分析法對(duì)各要素的重要性進(jìn)行排序加以說(shuō)明,發(fā)現(xiàn)造價(jià)指標(biāo)構(gòu)建方法及管理能力是最能影響造價(jià)指標(biāo)建構(gòu)的關(guān)鍵因素。再次,本文在以上調(diào)查研究的基礎(chǔ)上,建立了土地整理工程造價(jià)指標(biāo)模型并進(jìn)行了驗(yàn)證。運(yùn)用了魚骨圖、多元回歸分析方法、敏感性因素分析等方法,解決了“造價(jià)指標(biāo)構(gòu)建方法及管理能力”的提升策略。最后,本文利用上海市崇明縣新村鄉(xiāng)市級(jí)土地整治項(xiàng)目造價(jià)階段的管理作為案例,采用本文的因素分析和指標(biāo)建構(gòu)方法,驗(yàn)證了工程造價(jià)指標(biāo)模型的正確性與有效性。
[Abstract]:When economic development enters the new normal, maintaining sustained investment in infrastructure has become an important means to maintain growth and promote development. In this new situation, the construction market is getting busier and busier. Land consolidation of the country's annual investment reached more than 10 billion. In the face of this new industry, the research on its cost is relatively weak, and the research of cost index is relatively lacking. This paper discusses the construction content, model research, influencing factors and practical application of the cost index in order to guide engineering practice. Firstly, the background, purpose and significance of the research are put forward, and the current situation of the research at home and abroad is analyzed and summarized to determine the breakthrough point of the paper. This paper holds that there is no basis for reference in domestic policy-making departments or practical departments, compared with the present situation of land engineering cost research abroad, and it is necessary to further study the construction of land consolidation cost index. Secondly, this paper investigates and analyzes the characteristics and influencing factors of land consolidation cost index in Shanghai. Taking the "key elements" as the frame, combining with the expert analysis and investigation, this paper puts forward 9 items of the construction cost of the land consolidation project as the questionnaire design, and uses the weight analysis method to sort out the importance of each element. It is found that the construction method and management ability of the cost index are the most important factors which can affect the construction of the cost index. Thirdly, on the basis of the above investigation, this paper establishes and verifies the cost index model of land consolidation project. The methods of fish bone map, multivariate regression analysis and sensitivity factor analysis were used to solve the promotion strategy of "construction method of cost index and management ability". Finally, using the cost management of Xincun Township Land renovation Project in Chongming County, Shanghai as a case study, this paper uses the method of factor analysis and index construction to verify the correctness and validity of the project cost index model.
