【摘要】：目前,鼓浪嶼正式獲中國政府推薦申請世界文化遺產(chǎn),鼓浪嶼作為城鎮(zhèn)型的遺產(chǎn)地,其承載世界遺產(chǎn)價值的城市遺產(chǎn)的日常保護(hù)與管理、歷史建筑的保護(hù)與修繕、遺產(chǎn)環(huán)境的維護(hù)、遺產(chǎn)蘊含的歷史文化的闡釋及展示等工作是一個非常龐大的系統(tǒng)工程。本論文首先從自然基底、建成環(huán)境以及非物質(zhì)層面與社區(qū)場所精神簡要分析承載"鼓浪嶼"國際歷史社區(qū)突出普遍價值的價值載體。隨后以歷史性城鎮(zhèn)景觀(HUL)保護(hù)方法的視角,分別論述如何動員從"自上而下"的遺產(chǎn)地保護(hù)管理規(guī)劃層面,以及"自下而上"的公眾參與層面的力量,共同對價值載體進(jìn)行全面、可持續(xù)保護(hù)的方法。其中重點探討在公眾參與層面,通過編制和發(fā)布《鼓浪嶼歷史建筑保護(hù)與利用導(dǎo)則》,由當(dāng)?shù)鼐用�、業(yè)主、房屋設(shè)施使用者、建筑及裝修設(shè)計及施工團(tuán)隊,以及地方政府階層共同參與對鼓浪嶼文化遺產(chǎn)的保護(hù)工作�！豆睦藥Z歷史建筑保護(hù)與利用導(dǎo)則》以保護(hù)歷史建筑的價值特征要素為目標(biāo),共分為歷史背景介紹、了解建筑、建筑的維修和保護(hù)以及合理利用建筑這幾個章節(jié),逐步指導(dǎo)由居民到政府的各個階層共同完成保護(hù)及利用工作。這種方法強(qiáng)調(diào)通過知識工具、管理工具及金融工具的介入,以推動大眾認(rèn)知遺產(chǎn)價值及其載體為基礎(chǔ),以控制及引導(dǎo)式的規(guī)則為手段,指導(dǎo)社區(qū)力量為實施主體的鼓浪嶼歷史建筑和歷史街巷的保養(yǎng)維護(hù)、合理利用及價值展示。在公眾參與保護(hù)的過程中提高居民及建筑設(shè)施使用者對鼓浪嶼歷史性社區(qū)的文化認(rèn)同感以及游客對鼓浪嶼世界遺產(chǎn)價值的認(rèn)知程度,進(jìn)而達(dá)到重塑鼓浪嶼的歷史文化內(nèi)涵的目的。希望通過歷史性城鎮(zhèn)景觀的保護(hù)方法在鼓浪嶼的實踐,繼續(xù)探討這種方法運用在更普遍的歷史城鎮(zhèn)保護(hù)中的可能性。
[Abstract]:At present, Gulangyu is officially recommended by the Chinese government to apply for world cultural heritage. Gulangyu, as a urban heritage site, carries the world heritage value of the daily protection and management of urban heritage, the protection and repair of historical buildings. The maintenance of heritage environment, the interpretation and display of historical and cultural heritage is a huge systematic project. This paper first briefly analyzes the value carrier of "Gulangyu" international historical community with outstanding universal value from natural base, built environment, immaterial level and community spirit. Then, from the perspective of historic town landscape (HUL) protection method, this paper discusses how to mobilize the power of "top-down" heritage conservation management planning and "bottom-up" public participation. To carry on the comprehensive, sustainable protection method to the value carrier together. It focuses on the development and publication of guidelines for the Protection and Utilization of Gulangyu Historic buildings at the level of public participation, including local residents, owners, users of housing facilities, architectural and decoration design and construction teams. The guidelines for the Protection and Utilization of Gulangyu's Historical buildings, which aim at protecting the value characteristics of historical buildings, are divided into historical background introductions to understand architecture, The maintenance and protection of buildings and the rational use of these chapters are gradually directed by the residents to the government to complete the protection and use of the work. This approach emphasizes the involvement of knowledge, management and financial instruments, based on the promotion of public awareness of heritage values and their carriers, and by controlling and guiding rules, To guide the community to carry out the main body of Gulangyu historical buildings and historical streets and maintenance, rational use and value display. To enhance the cultural identity of residents and users of building facilities in the process of public participation in the protection of Gulangyu and the awareness of tourists of the value of Gulangyu's World Heritage, And then achieve the purpose of reshaping Gulangyu's historical and cultural connotation. It is hoped that through the practice of historic urban landscape protection in Gulangyu, the possibility of applying this method to the more general protection of historical towns will be explored.
