【摘要】：在城市化的進程中,城市的無序擴張不僅造成土地資源的浪費,還帶來一系列生態(tài)環(huán)境問題,甚至出現(xiàn)侵占基本農(nóng)田的情況。本研究是基于國土部提出劃定城市開發(fā)邊界的背景下,通過對城市開發(fā)邊界進行理論分析,提出現(xiàn)行城市總體規(guī)劃和土地利用總體規(guī)劃銜接的矛盾,以及如何通過劃定城市開發(fā)邊界來解決兩規(guī)銜接的矛盾。本文以天津市靜海區(qū)為研究對象,首先分析城市開發(fā)邊界劃定的必要性,通過銜接城鄉(xiāng)規(guī)劃與土地規(guī)劃的用地分類標準、統(tǒng)一數(shù)據(jù)和坐標,從而保證"兩規(guī)"在用地規(guī)模統(tǒng)計及空間布局上保持一致,保證城市開發(fā)邊界可以在統(tǒng)一的標準下進行劃定,并制定切實可行的劃定方案,最后針對天津市靜海區(qū)展開實證研究,制定出基于"兩規(guī)銜接"下的城市開發(fā)邊界的劃定方案,對其可行性及適用性進行研究,最終為靜海區(qū)的后續(xù)發(fā)展規(guī)劃提供指導與參考。(1)簡要歸納了城市開發(fā)邊界的研究現(xiàn)狀,介紹了本次課題研究的目的、研究意義、研究方法和技術(shù)路線等。(2)提出相關(guān)的理論基礎(chǔ)及國內(nèi)外相關(guān)研究綜述。(3)提出城市開發(fā)邊界劃定的必要性和劃定思路。對城市開發(fā)邊界劃定方法進行分析,主要分析"兩規(guī)"解決措施,城市開發(fā)邊界劃定的目標、原則和劃定思路,最后提出實施保障和管理。(4)是天津市靜海區(qū)的研究區(qū)概況,通過研究天津靜海區(qū)區(qū)域概況,對靜海區(qū)的土地利用結(jié)構(gòu)變化和空間管制分區(qū)進行分析,通過對天津市靜海區(qū)的科學定位,提出劃定方法,對開發(fā)邊界進行劃定,并修正和完善。
[Abstract]:In the process of urbanization, the sprawl of cities not only causes waste of land resources, but also brings about a series of ecological environmental problems, and even encroaches on basic farmland. This study is based on the background of the demarcation of urban development boundary proposed by the Ministry of Land, through the theoretical analysis of the urban development boundary, the contradiction between the current urban master planning and the overall land use planning is put forward. And how to delimit the boundary of urban development to solve the contradiction between the two rules. This paper takes Jinghai District of Tianjin as the research object, analyzes the necessity of delineating the boundary of urban development, unifies the data and coordinates by connecting the land classification standard between urban and rural planning and land planning. In order to ensure the consistency of the land scale statistics and spatial layout, to ensure that the urban development boundary can be delimited under the unified standard, and to draw up a feasible delineation scheme. Finally, an empirical study on Jinghai District of Tianjin is carried out, and a plan for delineating the boundary of urban development based on "two rules connecting" is established, and its feasibility and applicability are studied. Finally, it provides guidance and reference for the future development planning of Jinghai area. (1) the research status of urban development boundary is summarized briefly, and the purpose and significance of this research are introduced. Research methods and technical routes etc. (2) put forward the relevant theoretical basis and domestic and foreign related research review. (3) put forward the necessity and ideas of urban development boundary demarcation. This paper analyzes the method of boundary demarcation of urban development, mainly analyzes the settlement measures of "two rules", the objectives, principles and ideas of demarcation of the boundary of urban development, and finally puts forward the implementation guarantee and management. (4) it is the general situation of the research area in Jinghai District of Tianjin. By studying the regional situation of Jinghai District in Tianjin, the paper analyzes the land use structure change and spatial control zoning of Jinghai District, and puts forward a method to delimit the development boundary through the scientific positioning of Jinghai District of Tianjin. And revise and perfect.
