【摘要】：我國公眾參與理論借鑒于西方,在規(guī)劃編制特別是舊城更新過程中日漸重要。但在實踐中,依然表現(xiàn)為涉及到公共利益時被動參與、涉及到個人利益時激烈參與、總體參與渠道少等問題,致使舊城難以順利更新,社會矛盾多發(fā)。通過對中西方舊城更新公眾參與實踐發(fā)展歷程的梳理,發(fā)現(xiàn)不同社會背景下其成長機制不同,兩者指導價值觀和形成原因存在差異:西方公眾參與"以自存促共存",體現(xiàn)為博弈;我國"以共存保自存",體現(xiàn)為注重公共利益。從價值觀層面重新審視對西方公眾參與理論的借鑒,確立"自存與共存平衡"的價值觀,并基于這一價值觀對我國舊城更新公眾參與提出優(yōu)化建議。
[Abstract]:The theory of public participation in our country draws lessons from the west, and becomes more and more important in planning, especially in the process of old city renewal. But in practice, there are still some problems, such as passive participation in public interest, intense participation in personal interest, lack of overall participation channels, and so on, which make it difficult to update the old city smoothly and cause frequent social contradictions. By combing the development course of the public participation in the renewal of the old cities in China and the West, it is found that the growth mechanism is different in different social backgrounds. There are differences in guiding values and forming reasons between the two: Western public participation in "promoting coexistence by self-existence" is reflected in the game, and "coexistence and self-preservation" in our country is reflected in the emphasis on public interests. This paper reexamines the western theory of public participation from the perspective of values, establishes the value of "self-existence and coexistence balance", and puts forward some suggestions for the renewal of public participation in the old cities of our country based on this value.
