【摘要】：2015年我國(guó)選定了北京、浙江、福建、湖南、吉林、湖北、云南、青海、黑龍江這九個(gè)省市開(kāi)展為期三年的國(guó)家公園體制試點(diǎn),是為了進(jìn)一步完善保護(hù)地管理體系,使保護(hù)地分類(lèi)更合理、科學(xué),保護(hù)更加有力度,進(jìn)而可以實(shí)現(xiàn)自然生態(tài)系統(tǒng)和文化自然遺產(chǎn)的國(guó)家所有、世代傳承、全民共享。本研究以湖南南山國(guó)家公園體制試點(diǎn)區(qū)為例,運(yùn)用能值理論,構(gòu)建了南山國(guó)家公園體制試點(diǎn)區(qū)生態(tài)系統(tǒng)的能值投入產(chǎn)出指標(biāo)體系,核算了南山國(guó)家公園體制試點(diǎn)區(qū)生態(tài)系統(tǒng)2010-2014年的投入產(chǎn)出總能值,對(duì)比分析了五年間的能值投入產(chǎn)出情況和發(fā)展趨勢(shì),計(jì)算了南山國(guó)家公園體制試點(diǎn)區(qū)生態(tài)系統(tǒng)的主要能值指標(biāo)。在此基礎(chǔ)上,從能值可持續(xù)發(fā)展指數(shù)的角度和數(shù)據(jù)包絡(luò)分析(DEA模型)的角度對(duì)南山國(guó)家公園體制試點(diǎn)區(qū)生態(tài)系統(tǒng)的可持續(xù)發(fā)展水平和生態(tài)效率進(jìn)行了綜合評(píng)價(jià),最后基于能值的角度核算了南山國(guó)家公園體制試點(diǎn)區(qū)生態(tài)系統(tǒng)的服務(wù)功能價(jià)值。研究發(fā)現(xiàn):2014年南山國(guó)家公園體制試點(diǎn)區(qū)生態(tài)系統(tǒng)的總投入能值是8.28E+20sej,總產(chǎn)出能值是8.87E+20sej,總產(chǎn)出能值大于總投入能值,產(chǎn)出大于投入,為正數(shù)產(chǎn)出,投入產(chǎn)出總趨勢(shì)呈現(xiàn)持續(xù)增長(zhǎng)的狀態(tài)。從可持續(xù)發(fā)展水平的角度來(lái)分析,南山國(guó)家公園體制試點(diǎn)區(qū)生態(tài)系統(tǒng)處于中可持續(xù)發(fā)展?fàn)顟B(tài),具有一定的經(jīng)濟(jì)活力和發(fā)展?jié)摿?但是經(jīng)濟(jì)活力略顯不足。從生態(tài)系統(tǒng)服務(wù)功能價(jià)值的角度來(lái)分析,南山國(guó)家公園體制試點(diǎn)區(qū)生態(tài)系統(tǒng)的額生態(tài)服務(wù)功能價(jià)值為2.77E+21sej,遠(yuǎn)大于研究地的總投入能值和總產(chǎn)出能值,說(shuō)明南山國(guó)家公園體制試點(diǎn)區(qū)生態(tài)系統(tǒng)的生態(tài)服務(wù)價(jià)值遠(yuǎn)遠(yuǎn)高于其經(jīng)濟(jì)投入產(chǎn)出價(jià)值,具有很高的生態(tài)服務(wù)價(jià)值,是建設(shè)國(guó)家公園的良好生態(tài)系統(tǒng),進(jìn)而說(shuō)明,保護(hù)南山生態(tài)系統(tǒng)的完整性,保護(hù)其生物多樣性,進(jìn)行可持續(xù)開(kāi)發(fā)是國(guó)家公園建設(shè)的重要任務(wù)。
[Abstract]:In 2015, China selected nine provinces and cities, namely Beijing, Zhejiang, Fujian, Hunan, Jilin, Hubei, Yunnan, Qinghai and Heilongjiang, to carry out a three-year pilot project of the national park system, in order to further improve the management system of protected areas. In order to make the classification of protected land more reasonable, scientific, and protect more vigorously, the national ownership of natural ecosystem and cultural natural heritage can be realized, and the whole nation can share it from generation to generation. Taking the Nanshan National Park system pilot area in Hunan Province as an example, using emergy theory, the paper constructs an emergy input-output index system of the ecosystem of Nanshan National Park system pilot area. The total input-output energy of the ecosystem in Nanshan National Park system pilot area from 2010 to 2014 is calculated, and the energy input and output situation and development trend in five years are compared and analyzed. The main emergy indexes of the ecosystem in the pilot area of Nanshan National Park system are calculated. On this basis, the sustainable development level and ecological efficiency of the pilot area of Nanshan National Park system are comprehensively evaluated from the angle of emergy sustainable development index and data envelopment analysis (DEA model). Finally, the service function value of Nanshan National Park system pilot area is calculated based on emergy. The results show that in 2014, the total input energy of the ecosystem in Nanshan National Park system pilot area is 8.28E 20sej, the total output energy is 8.87E 20sej, the total output energy is greater than the total input energy, and the output is more than the input, which is a positive output. The general trend of input and output shows a state of continuous growth. From the point of view of sustainable development level, the ecosystem of Nanshan National Park system pilot area is in the state of middle sustainable development, which has certain economic vitality and development potential, but the economic vitality is slightly insufficient. From the point of view of ecosystem service function value, the value of ecological service function of ecosystem in Nanshan National Park system pilot area is 2.77E 21sej, which is much larger than the total input energy and total output energy. It shows that the ecosystem service value of Nanshan National Park system pilot area is far higher than its economic input-output value and has high ecological service value. It is an important task of national park construction to protect the integrity, biodiversity and sustainable development of Nanshan ecosystem.
