【摘要】：本文重點(diǎn)分析了荷蘭規(guī)劃體系從2008年前后開始的一系列重大改革措施。中央政府啟動(dòng)大手筆改革的主要目的是簡政放權(quán),減少控制性規(guī)劃對(duì)市場能動(dòng)性的限制,整合和簡化與空間和環(huán)境相關(guān)的所有法律法規(guī),縮短規(guī)劃編制和審批的程序,以求促進(jìn)經(jīng)濟(jì)發(fā)展。文章首先總結(jié)了荷蘭新的社會(huì)經(jīng)濟(jì)背景和城市發(fā)展階段對(duì)原有體系提出的挑戰(zhàn);之后詳細(xì)闡述了國家級(jí)空間規(guī)劃的最小化實(shí)踐、政府層級(jí)間規(guī)劃制約和審批關(guān)系的簡化措施,以及目前仍在探索和試點(diǎn)中的多法合一、多規(guī)合一、多證合一改革等重點(diǎn)方面。荷蘭規(guī)劃體系的改革成效仍需拭目以待,但對(duì)于同樣在推進(jìn)簡政放權(quán)改革的中國社會(huì)無疑有重要的借鑒價(jià)值。
[Abstract]:This paper focuses on a series of major reform measures for the planning system of the Netherlands from around 2008. The main objectives of the central government in launching large-scale reforms are to streamline the administration of power, reduce the restrictions on market activity imposed by controlled planning, integrate and simplify all laws and regulations related to space and the environment, and shorten the procedures for planning preparation and examination and approval. In order to promote economic development. This paper first summarizes the new social and economic background of the Netherlands and the challenges posed to the original system by the stage of urban development, and then expounds in detail the minimization practice of national spatial planning, the restriction of planning among government levels and the simplified measures of the examination and approval relationship. And the key aspects such as multi-method integration, multi-rule integration and multi-proof integration reform are still being explored and experimented at present. The effect of Dutch planning system reform remains to be seen, but there is no doubt important reference value for the Chinese society, which is also promoting the reform of decentralization.
