【摘要】：海綿城市建設(shè)是我國應(yīng)對城市內(nèi)澇和面源污染的一項重要措施,自從2015年4月國家財政部、住房城鄉(xiāng)建設(shè)部、水利部評審出海綿城市建設(shè)試點并予以一定的財政支持后,就在我國迅速的開展起來。但是在建設(shè)完成的試點區(qū)域,內(nèi)澇現(xiàn)象仍然時有發(fā)生,雖然海綿城市建設(shè)不會立竿見影,但是其中也有建設(shè)質(zhì)量滿足不了要求的原因。隨著我國海綿城市建設(shè)的快速推進,優(yōu)質(zhì)的建設(shè)工程質(zhì)量對海綿城市設(shè)施的功能實現(xiàn)顯得愈為重要。本文針對我國建筑與小區(qū)的海綿城市建設(shè)中產(chǎn)生的一系列建設(shè)質(zhì)量問題,探討如何更好的進行海綿城市建設(shè)質(zhì)量控制。首先闡述新舊建筑與小區(qū)的建設(shè)環(huán)境,結(jié)合實際工程案例,分析海綿城市建設(shè)中出現(xiàn)的主要設(shè)計與施工質(zhì)量問題,并總結(jié)必要的控制措施。其次以傳統(tǒng)工程質(zhì)量控制流程為基礎(chǔ),構(gòu)造出設(shè)計方參與理念評價的海綿城市建設(shè)工程質(zhì)量協(xié)同控制機制。并使用層次分析法將評價結(jié)果進行量化分析,對建筑與小區(qū)的常用的海綿城市設(shè)施,以雨水花園、透水鋪裝、生態(tài)屋頂、生態(tài)草溝和滲透濕塘為主,分別列舉其工程質(zhì)量協(xié)同控制點的技術(shù)要求和所需提供的影像資料。然后以觀感、性能、協(xié)調(diào)和經(jīng)濟為評價指標,繪制出各單項海綿城市設(shè)施的工程質(zhì)量評價層次結(jié)構(gòu)圖,并對其協(xié)同控制點的權(quán)重進行求值和排序分析。最后通過實踐應(yīng)用案例驗證海綿城市設(shè)施工程質(zhì)量協(xié)同控制的成效,并對海綿城市建設(shè)工程質(zhì)量協(xié)同控制機制的應(yīng)用進行探討,指出該機制的優(yōu)勢和不足,結(jié)合現(xiàn)階段我國建筑與小區(qū)海綿城市的建設(shè)現(xiàn)狀,列舉該機制的實現(xiàn)方式。針對海綿城市建設(shè)中設(shè)計與施工不能良性協(xié)調(diào)的問題,本文通過學(xué)習(xí)國內(nèi)外的先進經(jīng)驗與案例,結(jié)合海綿城市建設(shè)的實踐經(jīng)驗提出海綿城市建設(shè)工程質(zhì)量協(xié)同控制策略,并通過應(yīng)用案例驗證了其操作的可行性,對我國建設(shè)優(yōu)秀的海綿城市工程項目具有一定的理論價值和實踐意義。
[Abstract]:Sponge city construction is an important measure to deal with urban waterlogging and non-point source pollution in China. Since April 2015, the Ministry of Finance, the Ministry of Housing and Urban-Rural Construction, the Ministry of Water Resources have evaluated and given certain financial support for the construction of sponge city. In our country the rapid development. However, waterlogging still occurs from time to time in the pilot area where the construction is completed. Although the construction of sponge city will not have immediate effect, there are also some reasons why the quality of construction can not meet the requirements. With the rapid development of sponge city construction in China, the quality of construction project is becoming more and more important to the function realization of sponge city facilities. In view of a series of construction quality problems arising from the construction of sponge cities in China, this paper discusses how to better control the quality of construction of sponge cities. Firstly, this paper expounds the construction environment of old and new buildings and small areas, analyzes the main design and construction quality problems in sponge city construction, and summarizes the necessary control measures. Secondly, based on the traditional engineering quality control process, the cooperative control mechanism of sponge city construction project quality is constructed, in which the designer participates in the evaluation of the concept. And the quantitative analysis of the evaluation results is made by AHP. The main facilities of sponge cities in buildings and residential areas are Rain Water garden, permeable pavement, ecological roof, ecological grass trench and permeable wet pond, and the main facilities are: Rain Water garden, permeable pavement, ecological roof, ecological grass trench and permeable wet pond. The technical requirements and image data of collaborative control points of engineering quality are listed respectively. Then taking the perception, performance, coordination and economy as the evaluation index, the hierarchy chart of engineering quality evaluation of each single sponge city facility is drawn, and the weights of the cooperative control points are evaluated and analyzed. Finally, the effectiveness of cooperative quality control of spongy urban facilities engineering is verified by practical application cases, and the application of cooperative quality control mechanism of spongy city construction project is discussed, and the advantages and disadvantages of this mechanism are pointed out. According to the present situation of the construction of sponge city in China, this paper enumerates the realization of this mechanism. In view of the problem that the design and construction can not be well coordinated in the construction of sponge city, through studying advanced experience and cases at home and abroad, combining the practical experience of construction of sponge city, this paper puts forward the cooperative control strategy of construction engineering quality of sponge city. The feasibility of the operation is verified by the application case, which has certain theoretical value and practical significance for the construction of excellent sponge city project in our country.
