【摘要】：近年來(lái),建設(shè)工程監(jiān)管部門對(duì)建設(shè)施工安全非常重視,不斷加大安全監(jiān)管力度,嚴(yán)格監(jiān)督施工單位安全責(zé)任的落實(shí),建設(shè)安全生產(chǎn)形勢(shì)明顯好轉(zhuǎn)。雖然在建設(shè)施工安全方面做了很多的工作,取得了當(dāng)前的成績(jī),但建設(shè)市場(chǎng)仍然存在諸多問(wèn)題,突出表現(xiàn)在建設(shè)工程各方主體的責(zé)任界定模糊、分散,導(dǎo)致政府監(jiān)管效率大打折扣。本文通過(guò)研究建設(shè)工程各方主體在建設(shè)施工活動(dòng)中的安全行為相互關(guān)系,以便更加清晰地界定主要責(zé)任主體的安全責(zé)任,從而幫助政府相關(guān)部門集中資源,更有效的監(jiān)管,防止建設(shè)安全生產(chǎn)事故的發(fā)生。本文首先通過(guò)文獻(xiàn)分析法以及專家訪談法,總結(jié)了建設(shè)工程各方主體的屬性以及其所在的建筑市場(chǎng)環(huán)境,結(jié)合事故案例分析,歸納總結(jié)出建設(shè)工程各方主體相互影響的模型及建設(shè)工程各方主體對(duì)施工安全的影響因素。在此基礎(chǔ)之上,將影響因素編制成問(wèn)卷進(jìn)行調(diào)查,并應(yīng)用SPSS軟件對(duì)數(shù)據(jù)進(jìn)行篩選處理,得到建設(shè)工程各方主體之間相互影響,進(jìn)而采用主成分分析法研究建設(shè)工程各方主體對(duì)施工安全的影響程度,研究發(fā)現(xiàn)建設(shè)工程各方主體中建設(shè)單位對(duì)施工安全影響程度最大,其次是施工單位,而監(jiān)理單位、勘察設(shè)計(jì)單位對(duì)安全的影響很大程度上是受建設(shè)單位的影響,因此可以將安全責(zé)任體系歸為建設(shè)單位和施工單位兩大責(zé)任體系。通過(guò)調(diào)研法和專家訪談法,歸納總結(jié)了我國(guó)目前建設(shè)單位和施工單位的安全責(zé)任劃分上存在的主要問(wèn)題,然后借鑒美國(guó)、英國(guó)兩個(gè)發(fā)達(dá)國(guó)家在建設(shè)工程主體責(zé)任劃分的經(jīng)驗(yàn),提出創(chuàng)新完善我國(guó)建設(shè)單位和施工單位安全責(zé)任界定的對(duì)策建議。
[Abstract]:In recent years, the construction engineering supervision department attaches great importance to the construction safety, unceasingly strengthens the safety supervision dynamics, strictly supervises the construction unit safety responsibility implementation, the construction safety production situation obviously improves. Although a lot of work has been done in the area of construction safety and current achievements have been made, there are still many problems in the construction market, which are manifested in the ambiguity and dispersion of the responsibilities of the parties involved in the construction projects. As a result, the efficiency of government regulation has been greatly compromised. In this paper, we study the relationship between the safety behavior of the main parties in the construction activities, so as to define the safety responsibility of the main responsibility subjects more clearly, and help the relevant government departments to pool resources and supervise more effectively. To prevent the occurrence of construction safety accidents. First of all, through literature analysis and expert interview, this paper summarizes the properties of the main body of the construction project and its construction market environment, combined with the accident case analysis. This paper sums up the model of the main body of the construction project and the influence factors of the main body of the construction project on the construction safety. On this basis, the influencing factors are compiled into a questionnaire to investigate, and the data are screened and processed by SPSS software, and the mutual influence between the main parties of the construction project is obtained. Then the principal component analysis method is used to study the influence of the main body of the construction project on the construction safety. It is found that the construction unit has the greatest influence on the construction safety, followed by the construction unit, and the supervision unit. The influence of survey and design units on safety is largely influenced by construction units, so the safety responsibility system can be classified into two major responsibility systems: construction units and construction units. By means of investigation and expert interview, this paper summarizes the main problems existing in the division of safety responsibilities between construction units and construction units in our country, and then draws lessons from the experience of the two developed countries, the United States and the United Kingdom, in the division of the main responsibilities of construction projects. The countermeasures and suggestions on how to define the safety responsibility of construction units and construction units are put forward.
