【摘要】：本文以某口岸商流物流園項(xiàng)目為案例,該項(xiàng)目功能較為完善,建設(shè)規(guī)模龐大,周期較長,對項(xiàng)目建設(shè)進(jìn)度的控制難度較大。本文通過大量的文獻(xiàn)研究,選取具有較大研究價(jià)值的某口岸商貿(mào)物流園項(xiàng)目進(jìn)度控制為研究對象,首先分析了研究選題的理論基礎(chǔ)和依據(jù),其次,以該項(xiàng)目為案例分析對象,結(jié)合理論基礎(chǔ)和經(jīng)驗(yàn)分析,通過進(jìn)行具體運(yùn)用、分析和總結(jié),以問題為導(dǎo)向,將成功的經(jīng)驗(yàn)運(yùn)用到該項(xiàng)目進(jìn)度控制計(jì)劃的編制過程中,滿足項(xiàng)目進(jìn)度控制目標(biāo)的需要,對進(jìn)度控制目標(biāo)形成有力支撐。最后,對該項(xiàng)目制定進(jìn)度控制保障措施,從配套資源以及保障措施兩個(gè)方面開展論述,同時(shí),對該項(xiàng)目進(jìn)度控制的結(jié)果進(jìn)行評價(jià),設(shè)置評價(jià)指標(biāo),建立評價(jià)標(biāo)準(zhǔn),形成對進(jìn)度控制措施的評價(jià)體系。通過研究,本文認(rèn)為,對某口岸商貿(mào)園區(qū)項(xiàng)目的建設(shè)全過程管理核心要義是建設(shè)進(jìn)度管理,項(xiàng)目建設(shè)進(jìn)度管理在整個(gè)項(xiàng)目建設(shè)過程中的地位舉足輕重。該項(xiàng)目建設(shè)進(jìn)度管理和控制其實(shí)也是一種項(xiàng)目融資管理,要將項(xiàng)目的融資計(jì)劃與進(jìn)度管理計(jì)劃進(jìn)行充分的有機(jī)結(jié)合,節(jié)奏上保持高度一致,使進(jìn)度計(jì)劃與融資計(jì)劃能夠形成合力。該項(xiàng)目要建立科學(xué)的進(jìn)度控制激勵(lì)約束機(jī)制,確定清晰的進(jìn)度目標(biāo)和責(zé)任主體,明確達(dá)到什么樣的進(jìn)度目標(biāo),能夠得到什么樣的獎(jiǎng)勵(lì)或者懲罰,既要規(guī)定進(jìn)度任務(wù)目標(biāo),又要規(guī)定獎(jiǎng)懲的條件和標(biāo)準(zhǔn)。該項(xiàng)目要對工程建設(shè)項(xiàng)目進(jìn)行有效的監(jiān)督監(jiān)測檢查,實(shí)行全面監(jiān)督的進(jìn)度控制體系,對項(xiàng)目的建設(shè)進(jìn)度進(jìn)行對標(biāo)管理和異動管理,及時(shí)異常和偏離信號,及時(shí)預(yù)防和化解風(fēng)險(xiǎn)點(diǎn),及時(shí)解決影響項(xiàng)目建設(shè)進(jìn)度的問題。
[Abstract]:This paper takes the project of a port commercial flow logistics park as a case. The project has perfect function, large construction scale and long period, and it is difficult to control the progress of project construction. Through a large number of literature studies, this paper selects the project schedule control of a port trade logistics park with great research value as the research object. Firstly, it analyzes the theoretical basis and basis of the research topic, and secondly, takes the project as the case study object. Combined with theoretical basis and experience analysis, through concrete application, analysis and summary, taking the problem as the direction, the successful experience is applied to the process of the project schedule control plan, which meets the need of the project schedule control goal. Support the progress control target. Finally, the development of progress control measures for the project, from the supporting resources and safeguard measures are discussed. At the same time, the results of the progress control of the project are evaluated, the evaluation index is set up, and the evaluation criteria are established. Form an evaluation system for progress control measures. Through the research, this paper holds that the key point of the management of the whole construction process of a port trade park project is the construction schedule management, and the project construction schedule management plays an important role in the whole construction process of the project. The project construction schedule management and control is actually a kind of project financing management. It is necessary to combine the project financing plan with the schedule management plan and maintain a high degree of rhythm. Make progress plan and financing plan to form a joint force. The project should establish a scientific incentive and constraint mechanism for progress control, determine clear progress goals and responsibility subjects, make clear what progress goals can be achieved, what rewards or punishments can be obtained, and specify the goals of progress tasks. Conditions and standards for rewards and punishments should also be prescribed. The project should carry out effective supervision, monitoring and inspection of the project construction project, implement a comprehensive supervision progress control system, manage the construction progress of the project by standard management and dynamic management, and make timely anomalies and deviations from the signal. Timely prevention and resolution of risk points, timely resolution of problems affecting the progress of the project.
