【摘要】：《瓦萊塔原則》是目前關(guān)于歷史城鎮(zhèn)與城區(qū)保護(hù)的最新、最重要的國際憲章,它在《華盛頓憲章》、《內(nèi)羅畢建議》等一系列文件的基礎(chǔ)上,針對現(xiàn)階段歷史城鎮(zhèn)與城區(qū)保護(hù)面臨的新問題、新風(fēng)險,對歷史城鎮(zhèn)與城區(qū)保護(hù)的主要概念給出了清晰的定義,詳盡分析了影響歷史城鎮(zhèn)的社會、經(jīng)濟(jì)、文化的各方面變化,明確提出了對歷史城鎮(zhèn)進(jìn)行維護(hù)和管理應(yīng)遵循的原則與標(biāo)準(zhǔn),以及關(guān)于實(shí)踐的方法、建議和策略。與原有文件相比,《瓦萊塔原則》強(qiáng)調(diào)對干預(yù)歷史城鎮(zhèn)的行為活動的控制、強(qiáng)調(diào)場所精神的建立、強(qiáng)調(diào)文化認(rèn)同的保持,重視變化以及變化帶來的可能性、重視歷史城鎮(zhèn)的非物質(zhì)價值的保護(hù)、提倡將歷史城鎮(zhèn)作為城市生態(tài)系統(tǒng)的有機(jī)部分實(shí)現(xiàn)可持續(xù)的整體保護(hù)與和諧發(fā)展。
[Abstract]:The Valletta principles are the latest and most important international charter on the protection of historic towns and urban areas, based on a series of documents such as the Washington Charter, the Nairobi recommendations, etc. In view of the new problems and risks facing the protection of historical towns and urban areas at this stage, this paper gives a clear definition of the main concepts of the protection of historical towns and urban areas, and analyzes in detail the changes in social, economic and cultural aspects that affect historical towns and cities. The principles and standards for the maintenance and management of historical towns are clearly put forward, as well as the methods, suggestions and strategies for practice. Compared with the original document, the Valletta principles emphasize the control of the intervention in the behavior of historical towns, the establishment of the spirit of place, the preservation of cultural identity, the importance of change and the possibility of change. We should pay attention to the protection of the immaterial value of the historical towns and advocate the sustainable protection and harmonious development of the historic towns as an organic part of the urban ecosystem.
