【摘要】：中國(guó)企業(yè)走出國(guó)門(mén)在國(guó)際市場(chǎng)上競(jìng)爭(zhēng),參與國(guó)際分工是大勢(shì)所趨,也是先進(jìn)生產(chǎn)力由發(fā)達(dá)國(guó)家向次發(fā)達(dá)或者不發(fā)達(dá)國(guó)家流動(dòng)的規(guī)律。經(jīng)過(guò)多年的發(fā)展,我國(guó)輸變電工程從電壓等級(jí)、技術(shù)標(biāo)準(zhǔn)和規(guī)范、施工管理水平等方面取得了長(zhǎng)足的進(jìn)步,具備了向其他國(guó)家輸送先進(jìn)技術(shù)的條件,但在“走出去”的過(guò)程中,對(duì)合同商務(wù)能力的把控,特別是對(duì)國(guó)際項(xiàng)目投標(biāo)報(bào)價(jià)的研究是我們“走出去”成敗與否的關(guān)鍵所在,不加強(qiáng)對(duì)報(bào)價(jià)體系的研究和分析,不總結(jié)其中的規(guī)律并做好應(yīng)對(duì)和變化,我們的電力企業(yè)走出去必將會(huì)付出沉重的學(xué)費(fèi)和代價(jià)。本文通過(guò)對(duì)我國(guó)工程造價(jià)體系及工程量清單報(bào)價(jià)方法的回顧,結(jié)合境外輸電工程投標(biāo)及報(bào)價(jià)特點(diǎn),對(duì)其報(bào)價(jià)風(fēng)險(xiǎn)管控體系進(jìn)行研究,得出了報(bào)價(jià)風(fēng)險(xiǎn)識(shí)別結(jié)構(gòu),并提出境外輸電工程報(bào)價(jià)風(fēng)險(xiǎn)管控的具體策略,為中國(guó)電力企業(yè)走出國(guó)門(mén)提供了指導(dǎo)建議。本文以境外輸電工程為研究對(duì)象,研究其計(jì)價(jià)方式以及報(bào)價(jià)風(fēng)險(xiǎn)控制,主要研究?jī)?nèi)容包括:第一,分析我國(guó)工程量清單計(jì)價(jià)方式定義及基本特征,匯總了我國(guó)輸變電工程量清單的費(fèi)用計(jì)價(jià)方法,對(duì)其報(bào)價(jià)基本過(guò)程進(jìn)行了梳理,并介紹了輸電工程報(bào)價(jià)風(fēng)險(xiǎn)管理的一般過(guò)程和主要方法;第二,通過(guò)典型境外工程項(xiàng)目,分析了國(guó)內(nèi)外輸電工程計(jì)價(jià)體系的異同,并基于SWOT分析對(duì)我國(guó)輸電工程計(jì)價(jià)體系在境外報(bào)價(jià)應(yīng)用的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和不足;第三,構(gòu)建了境外輸電工程報(bào)價(jià)的魚(yú)骨圖報(bào)價(jià)風(fēng)險(xiǎn)識(shí)別結(jié)構(gòu),并利用了模糊層次分析法對(duì)坦桑尼亞電力供應(yīng)有限公司400千伏雙回路輸電線路工程報(bào)價(jià)風(fēng)險(xiǎn)進(jìn)行了評(píng)估,驗(yàn)證了評(píng)級(jí)體系和評(píng)價(jià)方法的可行性;最后,根據(jù)境外輸電工程報(bào)價(jià)投標(biāo)過(guò)程,從投標(biāo)決策、投標(biāo)準(zhǔn)備和投標(biāo)實(shí)施三個(gè)階段提出了風(fēng)險(xiǎn)控制策略,并基于決策方法優(yōu)化及信息平臺(tái)建設(shè)分別得出了控制報(bào)價(jià)風(fēng)險(xiǎn)的建議。相關(guān)研究成果為境外輸電工程報(bào)價(jià)提供了指導(dǎo)性意見(jiàn),從而達(dá)到境外輸電工程風(fēng)險(xiǎn)控制的預(yù)期目的。
[Abstract]:It is the trend of the times for Chinese enterprises to go abroad to compete in the international market and to participate in the international division of labor. It is also the law of the flow of advanced productive forces from developed countries to underdeveloped or underdeveloped countries. After years of development, China's power transmission and transformation projects have made considerable progress in voltage grade, technical standards and norms, construction management level, and so on, and have the conditions to transport advanced technology to other countries. However, in the process of "going out", The key to the success or failure of "going out" is to control the commercial ability of the contract, especially the research on the bidding quotation of international projects. We do not strengthen the research and analysis of the quotation system, do not sum up the rules therein, and do a good job in dealing with and changing it. Our power enterprises will pay heavy tuition and price when they go out. In this paper, by reviewing the project cost system of our country and the quotation method of bill of quantities, combining with the characteristics of bidding and quotation of overseas transmission project, this paper studies the management and control system of quotation risk, and obtains the identifying structure of quoted price risk. The specific strategies of risk control for overseas transmission project quotation are put forward, which provides guidance and suggestions for Chinese electric power enterprises to go abroad. This paper takes overseas transmission project as the research object, studies the pricing method and the risk control of quotation. The main research contents are as follows: first, the definition and basic characteristics of the valuation method of bill of quantities in China are analyzed. This paper summarizes the cost valuation methods of the bill of quantities of power transmission and transformation projects in China, combs the basic process of quotation, and introduces the general process and main methods of risk management of quotation for transmission projects. Secondly, through typical overseas projects, This paper analyzes the similarities and differences of domestic and foreign pricing systems of transmission projects, and analyzes the advantages, disadvantages, opportunities and shortcomings of the pricing system of transmission projects in China based on SWOT analysis. The risk identification structure of overseas transmission project quoted by fishbone diagram is constructed, and the risk of 400kV double-circuit transmission line project quoted by Tanzania Electric Power supply Co., Ltd is evaluated by using fuzzy analytic hierarchy process (FAHP). The feasibility of rating system and evaluation method is verified. Finally, according to the bidding process of overseas transmission project, the risk control strategy is put forward from three stages: bidding decision, bidding preparation and bidding implementation. Based on the optimization of decision-making method and the construction of information platform, the suggestions of controlling the risk of quotation are obtained respectively. The related research results provide guidance for overseas transmission project quotation, so as to achieve the expected purpose of overseas transmission project risk control.
