控詳階段大城市新城交通承載力研究

【摘要】:建設(shè)新城已成為我國(guó)大城市轉(zhuǎn)型發(fā)展的重要途徑,在新城開發(fā)建設(shè)進(jìn)程中,從規(guī)劃層面避免以往城市發(fā)展中出現(xiàn)的交通問題迫在眉睫。實(shí)現(xiàn)交通承載與交通需求相互協(xié)調(diào)是解決交通問題的有效途徑。目前城市規(guī)劃編制體系中,控詳階段土地利用規(guī)劃與交通規(guī)劃主從關(guān)系難以逾越,兩者協(xié)調(diào)反饋機(jī)制有待進(jìn)一步研究。交通承載力是影響確定土地適宜開發(fā)強(qiáng)度等方面的重要依據(jù)之一,開展交通承載力研究對(duì)于協(xié)調(diào)控詳層面新城土地使用與交通發(fā)展規(guī)劃具有十分重要的現(xiàn)實(shí)意義。論文在分析新城的類型與特征,以綜合性新城作為研究對(duì)象的基礎(chǔ)上,界定新城交通承載力概念,剖析交通系統(tǒng)承載作用機(jī)制,指出各要素之間存在不均衡性。從基礎(chǔ)條件與約束條件角度剖析了新城交通承載力的表征變量:道路系統(tǒng)承載力、公共交通承載力及交通環(huán)境承載力,并分析了表征變量的內(nèi)涵、主要內(nèi)容與主要影響因素。結(jié)合國(guó)內(nèi)部分已建大城市新城交通數(shù)據(jù),分析交通需求特征。從空間拓展、產(chǎn)業(yè)升級(jí)和交通發(fā)展方面分析新城交通發(fā)展的導(dǎo)向性要求,明確需要完善交通規(guī)劃編制體系,建立基于交通與土地利用協(xié)調(diào)反饋的交通承載力析方法。提出新城交通規(guī)劃編制體系設(shè)想,并將交通承載力研究納入新城交通控制性規(guī)劃中,剖析交通承載力在此階段的主要研究?jī)?nèi)容、工作機(jī)制與工作流程。提出大城市新城交通承載力分析的關(guān)鍵問題與計(jì)算流程,構(gòu)建了以道路系統(tǒng)承載力、公共交通承載力為核心指標(biāo),交通環(huán)境承載力和交通方式結(jié)構(gòu)為約束條件的大城市新城交通承載力計(jì)算模型。提出采用交通承載力指數(shù)反映新城總體開發(fā)強(qiáng)度和交通系統(tǒng)承載能力的匹配情況。分析控詳階段交通規(guī)劃與土地利用協(xié)調(diào)反饋機(jī)制,構(gòu)建交通承載力與用地開發(fā)強(qiáng)度的協(xié)調(diào)反饋框架,并探討OD反推理論在其中的適應(yīng)性;贠D反推理論,提出控詳階段新城交通承載力與用地強(qiáng)度協(xié)調(diào)反饋方法,并分析了反推過程中的關(guān)鍵問題的可操作解決辦法。從實(shí)施主體常態(tài)化、編制部門協(xié)同化、公眾參與透明化三個(gè)角度提出交通承載力與用地開發(fā)強(qiáng)度協(xié)調(diào)反饋保障措施。從優(yōu)化交通模式,提高公交分擔(dān)率,增強(qiáng)公共交通承載能力;增強(qiáng)環(huán)境友好,減少交通系統(tǒng)污染物排放,降低環(huán)境對(duì)交通承載力的約束;強(qiáng)化交通管理,減少交通擁堵,提高路網(wǎng)運(yùn)行效率,增強(qiáng)道路系統(tǒng)承載力三個(gè)角度統(tǒng)籌考慮,提出交通引導(dǎo)發(fā)展、綠色交通發(fā)展、交通需求調(diào)控的具體策略。以南京市南部新城為例,對(duì)研究成果進(jìn)行了應(yīng)用。
[Abstract]:Building a new city has become an important way for the transformation and development of a big city in our country. In the process of development and construction of a new city, it is urgent to avoid the traffic problems in the past urban development from the planning level. Realizing the coordination between traffic load and traffic demand is an effective way to solve traffic problems. In the current urban planning system, the relationship between land use planning and traffic planning is difficult to exceed, and the coordination and feedback mechanism between the two needs further study. Traffic carrying capacity is one of the important bases to determine the suitable land development intensity and so on. The study of traffic carrying capacity is of great practical significance to coordinate the planning of land use and traffic development in the new city. On the basis of analyzing the types and characteristics of the new city, taking the comprehensive new city as the research object, this paper defines the concept of the traffic carrying capacity of the new town, analyzes the mechanism of the carrying capacity of the traffic system, and points out that there is imbalance among the elements. From the point of view of foundation condition and constraint condition, the paper analyzes the characteristic variables of traffic carrying capacity of New Town: road system carrying capacity, public traffic carrying capacity and traffic environment carrying capacity, and analyzes the connotation, main content and main influencing factors of the representation variable. Based on the traffic data of some big cities in China, the characteristics of traffic demand are analyzed. This paper analyzes the guiding requirements of new city traffic development from the aspects of space expansion, industrial upgrading and traffic development, and makes it clear that it is necessary to perfect the traffic planning system and establish a traffic carrying capacity analysis method based on coordinated feedback between traffic and land use. This paper puts forward the planning system of new city traffic planning, and brings the research of traffic carrying capacity into traffic control planning of new town, and analyzes the main research content, working mechanism and work flow of traffic carrying capacity in this stage. The key problems and calculation flow of traffic carrying capacity analysis in big city new city are put forward, and the key indexes of road system carrying capacity and public transportation carrying capacity are constructed. The calculation model of traffic carrying capacity of big city new city with traffic environment carrying capacity and traffic mode structure as constraint condition. The traffic carrying capacity index is used to reflect the matching between the overall development intensity of the new city and the carrying capacity of the traffic system. This paper analyzes the coordinated feedback mechanism between traffic planning and land use in detail control stage, constructs the coordinated feedback framework of traffic carrying capacity and land development intensity, and discusses the adaptability of OD backstepping theory. Based on OD backstepping theory, the coordinated feedback method between traffic carrying capacity and land intensity in the control stage of the new town is proposed, and the operational solutions to the key problems in the process of backstepping are analyzed. The coordinated feedback measures of traffic carrying capacity and land development intensity are put forward from three angles of implementing subject normalization, compiling department coordination, and public participation transparency. From optimizing the traffic mode, increasing the public transportation share rate, enhancing the public transport carrying capacity, enhancing the environmental friendliness, reducing the pollutant emission of the traffic system, reducing the restriction of the environment to the traffic carrying capacity, strengthening the traffic management, reducing the traffic congestion, In order to improve the operation efficiency of road network and enhance the bearing capacity of road system, this paper puts forward the specific strategies of traffic guidance development, green traffic development and traffic demand regulation. Taking the south city of Nanjing as an example, the research results are applied.
