【摘要】：中國現(xiàn)行多部門規(guī)劃并行、自成體系、規(guī)劃間矛盾沖突的狀況嚴重阻礙了城鄉(xiāng)空間資源的合理利用和經(jīng)濟社會的可持續(xù)發(fā)展。"多規(guī)合一"是實現(xiàn)各部門規(guī)劃有效銜接的重要路徑。本研究基于協(xié)同治理理論,反思了現(xiàn)有規(guī)劃存在的問題及其原因,提出了"多規(guī)合一"思路下的"協(xié)同—協(xié)作—保障"體系:以理念協(xié)同為導(dǎo)向,確定統(tǒng)一的區(qū)域戰(zhàn)略目標,通過各部門主體的協(xié)同,實現(xiàn)空間布局、技術(shù)標準、編制期限等規(guī)劃要素的統(tǒng)一,形成"多規(guī)合一"協(xié)同治理邏輯模型;按照協(xié)同治理邏輯,構(gòu)建了由國土空間綜合規(guī)劃統(tǒng)領(lǐng)"多規(guī)"的空間規(guī)劃體系,形成"多規(guī)合一"的基本架構(gòu);進而通過建立法律法規(guī)制度、協(xié)同工作機制及信息聯(lián)動平臺的保障體系,確保"多規(guī)合一"有效實施,實現(xiàn)區(qū)域整體性協(xié)同發(fā)展。
[Abstract]:China's current multi-sector planning parallel, self-system, planning contradictions and conflicts seriously hinder the rational use of urban and rural space resources and sustainable economic and social development. " The integration of multiple rules and regulations is an important way to realize the effective linkage of various departments. Based on the theory of collaborative governance, this study reflects on the existing problems and causes of planning, and puts forward the system of "synergetic cooperation and guarantee" under the idea of "multi-planning in one": to determine the unified regional strategic goal under the guidance of conceptual synergy. Through the coordination of the main bodies of various departments to realize the unification of planning elements such as spatial layout, technical standard, compilation period, etc., the logical model of collaborative governance is formed according to the logic of collaborative governance. This paper constructs a spatial planning system, which is led by land and space comprehensive planning, forms a basic framework of "multi-planning in one", and then establishes a system of laws and regulations, a cooperative working mechanism and an information linkage platform. To ensure the effective implementation of "multi-planning in one", to achieve regional integrated and coordinated development.
