【摘要】：通過梳理與比較當(dāng)前我國空間規(guī)劃改革探索的成果發(fā)現(xiàn),空間規(guī)劃改革的重點(diǎn)內(nèi)容主要包括"一張圖"、發(fā)展戰(zhàn)略和運(yùn)行機(jī)制,但地方政府多聚焦于"一張藍(lán)圖"編制。地方政府在規(guī)劃編制中的角色與重心偏離在空間"一張圖"上,不利于當(dāng)前轉(zhuǎn)型過程中經(jīng)濟(jì)社會的發(fā)展需求�；诖�,文章提出未來地方政府空間規(guī)劃應(yīng)遵循"目標(biāo)—戰(zhàn)略—空間管制—政策"的設(shè)計(jì)邏輯,實(shí)現(xiàn)目標(biāo)戰(zhàn)略、空間整合和政策協(xié)調(diào)三部分內(nèi)容的協(xié)同共生,進(jìn)而成為未來城市治理與空間規(guī)劃的重要手段與工具。
[Abstract]:By combing and comparing the achievements of the current spatial planning reform in China, it is found that the key content of the spatial planning reform mainly includes "one map", development strategy and operation mechanism, but the local governments mostly focus on the "one blueprint" compilation. The role and center of gravity of the local government in planning is deviated from the "one map" in the space, which is not conducive to the development needs of the economy and society in the process of the current transformation. Based on this, the paper puts forward that the future spatial planning of local government should follow the design logic of "goal-strategy-spatial regulation-policy", and realize the cooperation and symbiosis of three parts: goal strategy, spatial integration and policy coordination. And then become the future of urban governance and space planning important means and tools.
