【摘要】：近年來(lái),國(guó)內(nèi)外韌性城市規(guī)劃的研究及實(shí)踐掀起新浪潮,其中日本在韌性規(guī)劃實(shí)踐方面走在前列"。3·11"東日本大地震帶給日本深刻的教訓(xùn),隨后日本提出了"國(guó)土強(qiáng)韌化"政策,時(shí)至今日,已經(jīng)建立起國(guó)土強(qiáng)韌化規(guī)劃體系,這是自"韌性城市"概念提出以來(lái)首個(gè)上升到國(guó)家政策層面的實(shí)踐,給我國(guó)帶來(lái)了諸多啟示。在梳理國(guó)外韌性規(guī)劃理論方法的基礎(chǔ)上,重點(diǎn)介紹了日本國(guó)土強(qiáng)韌化規(guī)劃的內(nèi)涵及編制方法,并以合肥市市政基礎(chǔ)設(shè)施韌性規(guī)劃實(shí)踐為例,著重介紹本次規(guī)劃的規(guī)劃背景、流程、對(duì)國(guó)土強(qiáng)韌化規(guī)劃方法的應(yīng)用和創(chuàng)新及規(guī)劃成果,總結(jié)我國(guó)城市韌性提升的總體策略和相關(guān)經(jīng)驗(yàn)借鑒。
[Abstract]:In recent years, there has been a new wave in the research and practice of ductile urban planning at home and abroad, in which Japan has been in the forefront of the "3.11" East Japan earthquake, which brought Japan a profound lesson, and then Japan put forward the policy of "strengthening and toughening the land." Up to now, the planning system of land strengthening and toughening has been established, which is the first practice to rise to the level of national policy since the concept of "resilient city" was put forward, which has brought a lot of enlightenment to our country. On the basis of combing the theories and methods of foreign toughness planning, this paper mainly introduces the connotation and compilation method of Japanese territorial strengthening and toughening planning, and taking Hefei municipal infrastructure resilience planning practice as an example, it emphatically introduces the planning background of this plan. The flow chart summarizes the overall strategy and relevant experience of improving the urban toughness of our country by applying and innovating the planning method of land strength and toughness.
