【摘要】：在新型城鎮(zhèn)化和城鄉(xiāng)一體化發(fā)展的背景下,“區(qū)鎮(zhèn)合一”發(fā)展模式應運而生,通過打破行政的限制,將園區(qū)與其臨近或是所在的小城鎮(zhèn)在管理體制上一體化,以此推進二者的功能、空間、設施、產(chǎn)業(yè)等多方面的融合發(fā)展,實現(xiàn)園區(qū)與小城鎮(zhèn)的融合發(fā)展。但園區(qū)與小城鎮(zhèn)的差異導致二者在融合發(fā)展中存在不少問題,其中公共設施與居民生活密不可分,其合理布置和整合利用顯得至關(guān)重要,所以解決“區(qū)鎮(zhèn)合一”后區(qū)鎮(zhèn)公共設施的整合問題勢在必行,本研究通過分析影響區(qū)鎮(zhèn)公共設施整合的因素,構(gòu)建基于“區(qū)鎮(zhèn)合一”的區(qū)鎮(zhèn)公共設施整合程度評價體系,在此基礎(chǔ)上提出整合優(yōu)化策略。首先,在對園區(qū)與小城鎮(zhèn)關(guān)系演變研究的基礎(chǔ)上,梳理蘇州“區(qū)鎮(zhèn)合一”的發(fā)展演變歷程、類型以及其所產(chǎn)生的積極意義。其次,通過對蘇州實行“區(qū)鎮(zhèn)合一”的地區(qū)調(diào)查,歸納總結(jié)“區(qū)鎮(zhèn)合一”發(fā)展模式下區(qū)鎮(zhèn)公共設施整合中存在的問題;第三,分析影響區(qū)鎮(zhèn)公共設施整合的因素,包括外在表現(xiàn)因素與內(nèi)在影響因素,外在表現(xiàn)因素是能夠通過直觀看到的設施,內(nèi)在影響因素包括空間規(guī)劃編制、產(chǎn)業(yè)發(fā)展等,通過層次分析法的運用對影響公共設施整合度的因素進行量化,以此構(gòu)建區(qū)鎮(zhèn)公共設施整合度評價體系;第四,在基于“區(qū)鎮(zhèn)合一”的區(qū)鎮(zhèn)公共設施整合度評價體系的基礎(chǔ)上,提出整改與優(yōu)化措施。最后,將該評價體系應用于蘇州市吳江汾湖高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)(黎里鎮(zhèn))的公共設施整合程度評價,從最低分值因素開始整改,提出了有針對性的調(diào)控引導策略。研究的主要結(jié)論有:園區(qū)與小城鎮(zhèn)的關(guān)系從疏離走向融合;區(qū)鎮(zhèn)公共設施的整合不僅受到設施本身的配置、布局、投入的影響,同時還受到空間規(guī)劃、產(chǎn)業(yè)發(fā)展等方面的影響;區(qū)鎮(zhèn)公共設施的整合程度需要通過構(gòu)建內(nèi)外兼顧的評價指標體系來判斷;區(qū)鎮(zhèn)公共設施的整合發(fā)展需要多方的調(diào)控引導對策來保障。
[Abstract]:Under the background of new urbanization and urban-rural integration, the development model of "integration of district and town" emerges as the times require. By breaking the administrative restrictions, the park will be integrated with its adjacent or small towns in the management system. In order to promote their functions, space, facilities, industry and other aspects of the integration of development, the park and small towns to achieve the integration of development. However, the differences between parks and small towns lead to many problems in the process of integration and development, in which public facilities are closely related to residents' lives, and their rational arrangement and integrated utilization are of great importance. Therefore, it is imperative to solve the problem of integration of public facilities after "integration of district and town". By analyzing the factors that affect the integration of public facilities in towns and districts, this study constructs an evaluation system of the degree of integration of public facilities in towns and districts based on "integration of districts and towns". On this basis, an integrated optimization strategy is proposed. First of all, on the basis of the research on the evolution of the relationship between the park and the small towns, this paper combs the development and evolution course, the types and the positive significance of Suzhou's "integration of district and town". Secondly, through the regional investigation of "district and town integration" in Suzhou, the paper summarizes the problems existing in the integration of district and town public facilities under the development mode of "district and town integration". Thirdly, it analyzes the factors that affect the integration of district and town public facilities. Including external performance factors and internal influencing factors, external performance factors are facilities that can be seen directly, internal influence factors include spatial planning, industrial development, etc. Through the use of analytic hierarchy process to quantify the factors affecting the degree of integration of public facilities, so as to build an evaluation system of the degree of integration of district and town public facilities; fourth, on the basis of the evaluation system of the degree of integration of regional and town public facilities based on "integration of districts and towns", The improvement and optimization measures are put forward. Finally, the evaluation system is applied to the evaluation of the degree of integration of public facilities in the Fenhu High-tech Industrial Development Zone (Lili Town) of Suzhou City, and the adjustment and guidance strategy is put forward from the lowest score factor. The main conclusions of the study are as follows: the relationship between park and small town changes from alienation to integration, and the integration of district and town public facilities is affected not only by the allocation, layout and input of the facilities, but also by the spatial planning and industrial development. The degree of integration of district and town public facilities needs to be judged by constructing an internal and external evaluation index system, and the integration and development of district and town public facilities need to be protected by various measures of regulation and guidance.
